A five-judge Constitution bench of the Supreme Court on Monday asked the State Bank of India
New Delhi: A five-judge Constitution bench of the Supreme Court on Monday asked the State Bank of India to apprise it about the steps taken so far to ensure disclosure of details of electoral bonds encashed by political parties before the scheme was scrapped last month.
Commencing the crucial hearing, the bench headed by Chief Justice D Y Chandrachud said it had asked the SBI to do a “plain disclosure” as per the court’s judgment.
In a landmark verdict delivered on February 15, a five-judge Constitution bench scrapped the Centre’s electoral bonds scheme that allowed anonymous political funding, calling it “unconstitutional” and ordered disclosure by the Election Commission of donors, the amount donated by them and the recipients by March 13.
“In the last 26 days, what steps have you taken? Your application is silent on that,” the bench, also comprising justices Sanjiv Khanna, B R Gavai, J B Pardiwala, and Manoj Misra, said.
The SBI has to just open the sealed cover, collate the details and give the information to the Election Commission, the bench said.
The hearing in the case is underway.
The State Bank of India has sought an extension till June 30 to disclose the details of each electoral bond encashed by political parties before the scheme was scrapped.
A separate plea, seeking initiation of contempt action against the SBI is also being heard.

Farmers' protest: 'Delhi Chalo' march to restart amid tight security at borders of national capital
06-Mar-2024

New Delhi : As protesting farmers are set to resume their march once again to the capital city Delhi, to press for their demands including minimum price guarantees for their crops, the police has increased security at the Punjab and Haryana borders.
The Kisan Mazdoor Morcha and the Samyukta Kisan Morcha (Non-Political), the two umbrella bodies that are leading the farmers' protests, on March 3 gave a call to farmers from across the country to reach the national capital today.
While the farmers from Punjab and Haryana will continue the agitation at Shambhu and Khanauri border points, the farmers and farm labourers from other states have been asked to reach Delhi today.
Their various demands to the central government include a legal guarantee on MSP for crops, pension for farmers and farm labourers, farm debt waiver, and no hike in electricity tariffs.
Farmer leader Sarwan Singh Pandher alleged that the central government was not taking the demand of farmers on Minimum support price seriously.
"They (the centre) should make it clear what they have a stand on MSP. Did they discuss this issue in their last meeting of the ministers' council? If not, it means that the Centre does not intend to give us the guarantee of MSP," he said.
Coming down heavily at the Centre, Pandher claimed it was responsible for the 'economic loss' in Punjab due to the closure of its border with Haryana in view of the protest.
"Government is responsible for economic loss in Punjab due to closures of its border with Haryana. We have to sell our vegetables and other things outside the state, but due to the closure of the borders, we are not able to do so. Will the Centre take responsibility? The Centre has deployed 70,000 Paramilitary forces in Haryana, I just want to ask, what the Centre fears about. What type of danger the Centre is feared with the people of Haryana?" he said.
Asserting that the protests launched by cultivators are growing day by day, the farmer leader said, "Today is the 23rd day of the protest launched by KMM and SKM (non-political). An announcement was made earlier that farmers from other states will start marching towards Delhi from today but farmers coming from far-off places will not be able to reach Delhi today. Farmers coming by road or train from Madhya Pradesh, Bihar or Southern India will not reach today, they will take a minimum of 2-3 days. Therefore, the situation would be clear by March 10. Farmers from nearby states have already decided not to move forward."
He also accused the government of not paying attention to the demands of the farmers.
"The central government is busy with its elections preparations and not giving the attention towards the welfare of the farmers," he said.
Notably, the farmers have also called for a four-hour countrywide "rail roko" next week in support of their various demands.
The protesting farmers have been staying put at the Shambhu and the Khanauri border points between Punjab and Haryana after their "Delhi Chalo" march was stopped by security personnel on February 13.
During the last round of talks, which ended past midnight on February 18, the panel of three Union ministers made an offer to buy five crops -- moong dal, urad dal, tur dal, maize, and cotton -- from farmers at MSP for five years through central agencies. However, the protesting farmers turned down the demand and returned to their protest sites.

The population of royal Bengal tigers has gone up to 30 in the past two years in Odisha, according to the maiden All Odisha Tiger Estimation (AOTE) 2023-24 report released by the State forest department.
As per the All India Tiger Estimation (AITE), 2022 report, minimum 17 tigers were camera-trapped in Odisha, which was largely confined to Similipal Tiger Reserve.
However, a total of 27 unique adult tigers were camera-trapped in Odisha during the AOTE exercise, comprising 14 females and 13 males. Evidence of another 3 adult tigers was also seen in the Similipal tiger reserve, which have not been camera trapped.
With 24 adult unique tigers, Similipal Tiger Reserve currently holds the largest share of the state’s tiger population. Similipal currently holds all the adult female tigers of the state. In total, 13 adult tigers (seven females and six males) were found to be pseudo-melanistic in Similipal, the report said.
In order to keep a close track of its tiger population and develop appropriate management strategy, the AOTE 2023-2024 was conducted, which spanned across 47 forest divisions, aimed at much more intensive state-level tiger monitoring.
A State-level field survey was conducted to look for tiger signs such as pugmarks, scrapes, scats, rakes, urine spray, vocalization and livestock depredation. Sites where the direct and indirect signs of tigers were found with certainty were intensively camera-trapped to arrive at the minimum number of unique adult tigers based on their distinctive stripe pattern. Camera trap image based identification of tigers is a scientifically accepted methodology and is also used in the All India Tiger Estimation exercises.
Seven cubs which were of less than one year were also photo-captured in Similipal. Apart from Similipal, the Hirakud Wildlife Division and Paralakhemundi Territorial Forest Division, each holds one adult male tiger. Another adult male tiger was also found to utilise Greater Similipal tiger Landscape.
The tiger abundance has increased in Odisha from the previous estimate of AITE 2022. Similipal Tiger Reserve, which currently harbours 27 unique adult individuals, has also witnessed an increase from 16 tigers captured through Camera Traps in 2021-2022.
This growth has resulted from strict management actions and scientific conservation practices. The images of eight unique tiger cubs during AOTE 2023, indicate a recovering population in Similipal landscape.
Similipal is the only place on earth to boast the pseudo-melanistic tigers, the report added.

ED questions Paytm executives, gets documents on latest RBI action
17-Feb-2024
66
New Delhi: The Enforcement Directorate (ED) has questioned senior Paytm executives and taken submission of documents from them following the recent RBI action of barring Paytm Payments Bank Ltd from accepting deposits or top-ups in any customer account, official sources said Thursday.
The central agency, according to the sources, is conducting preliminary examination of documents before it decides to launch a formal investigation into the RBI-flagged alleged irregularities at the fintech company under the Foreign Exchange Management Act (FEMA).
Some documents have been recently submitted by Paytm executives following which they were asked certain questions. Some more information has been sought, the sources said.
As of now, no irregularities have been detected and a case under FEMA will only be registered once any contravention under the said law is found, they added.
An investigation under the Prevention of Money Laundering Act (PMLA) involving Paytm is already going on for some time, they said.
One97 Communications, which provides financial services under the Paytm brand, and its banking arm Paytm Payments Bank have been receiving notices and requests for information with respect to customers of the respective entities, an exchange filing by the company said on Wednesday.
Paytm said its associate Paytm Payments Bank Limited does not undertake outward foreign remittances.
"One 97 Communications Limited (OCL), its subsidiaries and its associate, Paytm Payments Bank Limited (PPBL), have over time been receiving notices and requisition for information, documents and explanations from the authorities, including Enforcement Directorate (ED), with respect to the customers that may have done business with the respective entities, and provided the required information, documents and explanations to the authorities," Paytm said in a regulatory filing.
Paytm said the company and its associate have continued to provide information, documents and explanations to the authorities as required by them.
Earlier this month, the Enforcement Directorate and the Financial Intelligence Unit asked the RBI to share its report on the recent action taken to bar Paytm Payments Bank Ltd from accepting deposits or top-ups in customer accounts, according to sources.
The central bank, on January 31, directed it to stop accepting deposits or top-ups in any customer accounts, wallets, FASTags and other instruments after February 29.
The ED has been probing Paytm and other online payment wallets as part of its money laundering investigation against Chinese-controlled mobile phone apps who allegedly laundered funds using merchant IDs created on these fintech platforms.
The Financial Intelligence Unit (FIU) has also sought the report from the RBI to analyse whether Paytm or PPBL followed the required procedures as a 'reporting entity' under section 13 of the PMLA.
Under this section of the anti-money laundering law, a financial institution, bank or intermediary has to furnish details to the FIU about maintaining records of all transactions and documents evidencing identity of its clients and beneficial owners as well as account files and business correspondence relating to its clients.

The on-going farmers’ protest has become a flashpoint in the national political discourse,
16-Feb-2024
84
The on-going farmers’ protest has become a flashpoint in the national political discourse, highlighting the deep-seated issues surrounding agricultural policies. The contrasting narratives presented by the ruling Bharatiya Janata Party (BJP) and the opposition, particularly the Congress, underscore the complexity of the challenges faced by farmers and the divergent paths proposed for their resolution.
The BJP, defending its stance, asserts an unwavering commitment to farmers, citing policies aimed at their welfare. The party emphasises initiatives such as health cards, low-interest loans, and increased Minimum Support Price (MSP) on various crops. However, the opposition, notably the Congress, paints a starkly different picture, decrying what it labels the government’s “cruelty, barbarity, repression, and oppression against farmers.”
At the heart of this controversy is the demand for a legal guarantee to MSPs. Congress MP Rahul Gandhi, during his Bharat Jodo Nyay Yatra, announced the party’s commitment to providing this legal safeguard if it assumes power after the elections. The question arises ~ are MSPs the panacea to the agrarian crisis, and why has implementation been a contentious issue? MSPs, designed to ensure farmers receive a minimum price for their produce, has been a longstanding demand. The Swaminathan Commission recommended MSP as a legal right for farmers, a proposal now reiterated by the Congress.
The farmers argue that without this legal guarantee, their hard work might not translate into fair compensation. However, the BJP questions the timing of this promise, asking why the Congress did not implement it during its tenure, or why it does not do so in states it rules. The ‘Delhi Chalo’ (March to Delhi) protest, led by Kisan Mazdoor Morcha and Samyukt Kisan Morcha, unfolds against a backdrop of tear gas shells, barricades, and heightened security. This paints a distressing picture of a nation divided on how to address the concerns of those who feed it. The opposition argues farmers’ voices are being stifled, comparing the capital to a “police cantonment” to suppress dissent. West Bengal Chief Minister Mamata Banerjee and the Aam Aadmi Party (AAP) join the chorus of criticism, condemning the Centre’s treatment of farmers.
The AAP government in Delhi denies permission to convert Bawana stadium into a temporary jail, asserting farmers’ constitutional right to protest. In this maelstrom of conflicting narratives, it is crucial to recognise the plight of farmers themselves. The agriculture sector forms the backbone of India’s economy, and the well-being of farmers is inextricably linked to the nation’s prosperity. The protests, while a manifestation of discontent, also present an opportunity for a comprehensive dialogue on agricultural reforms.
A collaborative effort is needed to address the systemic challenges facing farmers, ensuring a sustainable and prosperous future for Indian agriculture. The ‘Delhi Chalo’ protest is not merely a clash of political ideologies but a plea to prioritise the well-being of those who toil in the fields to nourish the nation. Shunning politics, all stakeholders must join hands to find solutions.

BJP creating trouble in Sandeshkhali: CM
16-Feb-2024

Kolkata :Chief minister Mamata Banerjee on Thursday put the blame squarely on the BJP for fomenting trouble in Sandeshkhali, while asserting that all necessary steps have been taken to restore peace in the area. Speaking in the state legislative Assembly, Miss Banerjee broke her silence on the issue, as she accused the BJP of engineering the situation in Sandeshkhali to make it a trouble-spot by importing some outsiders.
“Some people were giving tall talk on the Sandeshkhali issue with a section of the media replaying their version without knowing anything about the real cause. I have never condoned injustice and violence. I have already sent the state women commission there. Police have already taken steps by arresting 17 persons for the unrest and also apprehended those who were showing themselves on camera wearing masks. These all turned out to be BJP activists,” Miss Banerjee said.
“The ED (Enforcement Directorate) first entered Sandeshkhali targeting Shahjahan, there was a deliberate attempt to create tension between minority and tribal populations,” she said. Referring to the protests against alleged sexual harassment of women, Miss Banerjee said: “Anybody may have some issues to vent anger and stage protests. Should there is anything like this the government will take steps.
Women’s commission and a team of women police have been sent there, who are going door to door to listen to their complaints. They will submit their report and on the basis of that, if there is any problem, we definitely will act according to it. First we will have to know what is the fact.” Miss Banerjee also said that the Sandeshkhali tensionwas nothing new. “There is a RSS base there. An incident like what is unfolding now had taken place about seven to eight years back,” said the chief minister.
Miss Banerjee also spoke about the deaths of four children in a trench collapse at Chopra in North Dinajpur, for which she blamed the Border Security Force and demanded stern action by the Central government against the BSF personnel responsible. “ There are reports suggest that the BSF there are distributing various items packing in saffron bags. Who are they? Your work is to secure border and not to hold camps for the BJP,” she went on to say.

If crimes are not controlled, strict departmental action will be taken against the police captain of the district concerned”, said Chief Minister Shri Vishnu Deo Sai while addressing the conference of Inspectors General of Police and Superintendents of Police held today at Police Headquarters Nava Raipur. He said that there should be fear in the minds of criminals about the police and respect in the minds of the general public like the army.
Chief Minister Shri Vishnu Deo told the officials that the behavior of the police should be strict towards criminals and equally polite and soft towards the common people. He added that social evils like illegal liquor, gambling, betting hollow the society from within. It is most worrying when youth are affected by it. Giving strict instructions to the officers, the Chief Minister said that if criminal activities are not controlled, action will be taken not only against the police captain of the district concerned but also against the officials at the police station level.
Shri Sai said that the police department is a disciplined department; this discipline should be visible in the police officers, which will ultimately prove to be a milestone in the establishment of a disciplined and crime-free society. Referring to the efforts being made by Prime Minister Shri Narendra Modi to establish the concept of justice through punishment, he said that it should be ensured that the new laws are implemented in a time-bound manner.
He added that our Jawans are fighting bravely under difficult circumstances in the Maoist-affected areas of the state. Chhattisgarh Government is standing with the police personnel on every front and there will be no reduction in their facilities. All necessary steps have been taken for the welfare of the police. Provisions have also been made in this budget to increase the facilities of all the officials and employees of the police department.
He added that our Chief Minister has equal sympathy for all officials ranging from senior officers to constables. It is the duty of all of us that if a crime occurs, we should catch the culprit at the earliest. Ram Mandir cannot be an election issue: Prof. Kumar

Dr. Samrendra Pathak Senior Journalist.
New Delhi (Agency): Ram Temple cannot become an election issue in the next Lok Sabha elections, because elections have already been fought on this issue under the leadership of Lal Krishna Advani and BJP has secured two to 80 seats.
This was said by the country's well-known educationist, Prof. Yogesh Kumar during an interview. Yesterday, on the last day of the 17th Lok Sabha, the construction of Ram temple was heated up by the ruling party. It is believed that BJP will cash in on the construction of Ram temple in the elections.
Pro. Kumar said that in all the general elections held in this country, till now there has been only one effective issue. The election of the year 1971 was fought in the name of 'Garibi Hatao'. Similarly, 'Remove Indira' in 1977, 'Vote for work' in 1980. In 1984, national unity and integrity, 1989 Bofors, 2014 elections were fought in the name of eradicating corruption and bringing Modi.
These election issues are decided 10-15 days before the start of voting and that issue decides the direction and condition of the country. Therefore, it is difficult to tell from now that what will be the main issue of this elections, he said.
The party that will guarantee to fulfill the aspirations of the youth, solve the problems of farmers, expand trade, provide advanced medical facilities and provide employment to the youth, will be in a better position, because these are the burning issues of today, he added.
When asked about the working style of Prime Minister Narendra Modi, he said that Modi ji has a deep hold on the entire system. Till date no other Prime Minister had such a hold and that's why he is successful. His team is exceptionally good & that they are visible ahead in the race again this time.
When asked about the visit of Congress leader Rahul Gandhi, Mr. Kumar said that this is not the time for his padyatra but to implement his election strategies in Delhi. L.S.
