First stage randomization done for assembly elections 2018

Regarding the first phase randomization of the assembly election 2018 and directing of the District Election Officer Mr. KC Deesanapati and the meeting of the District Panchayat CEO Shri Sanjeev Kumar Jha and the Additional Collector Shri KP Sai in the presence of the joint district office held on 31 October 2018. During the Randomization, it was told that as soon as the first level check will be completed the sticker will be pasted behind the control unit and the engineer in charge will sign his signifying the date in the respective location in the sticker. This means that the control unit is ready from every perspective.

The particular machine number of the control unit will also be mentioned in the respective place in the sticker. Databases of verified and certified control units, ballet units and VVPTs will be prepared separately and will be kept in the ready condition for randomization.

In the database, the details of the control unit and the ballot unit and the VVPT, showing the machine number (the original number given by the manufacturer engraved on a metal plate in the previous part of the case as also the case of control unit / ballot unit / VVPT). District Election Officer will schedule programs for randomization of control units and ballet units and VVPATs to be distributed to different constituencies. This work will be done in the presence of representatives of recognized political parties. Randomization will be done in such a way

For the purpose of training and awareness (with the training of the voting officer, for the purpose of voter awareness) the assembly constituency will be distributed. A green color sticker will be installed on the control unit and ballot unit for the assembly constituency for voting. A yellow sticker will be installed on the control unit and ballet unit for training and awareness. In the sticker, the names and names of the State / Union Territory's name and assembly constituency will be clearly mentioned. For training and awareness, training / awareness will be written on the set control units and stickers of the ballet unit. Election will be written on the sticker of the set control unit and ballot unit for voting. No IDD will be recorded during randomization.

After Randomization, control unit and ballet unit will be marked in EVMM tracking software or training / awareness. After the first randomization, separate list of allocated control units, ballot units and VVPATs for each assembly constituency will be prepared for use in the polling stations and for training, and these will be signed by returning officer and this list will be signed by recognized political parties. All delegates will be handed over.

If a representative is not available at the time of randomization, the list will be sent to the team office and its receipt will be received. Only F.L.C.OK unit will be used for training and awareness. It should also be ensured that no data of pre elections should be in the machine and dummy symbols should be used for ballot papers and VVPTs. After the first randomization, the Returning Officer of the constituency will take charge of the control unit / voting units allotted in the randomized form to their constituency. For the use of the polling station, the control unit / polling units will be taken in different safety and will be taken to the Strong Room of the Returning Officer and security forces will be protected by the security force for 24 hours.

Training will be distributed to the concerned officers for EVM training. Representatives of political parties can be present while sealing the Strong Room and they can put their stamp on the locks. After the first randomization of EVM, Returning Officer of the constituency will take charge of the control unit and ballet unit allocated to their constituency in random amount.

The control unit and the ballot unit to be used in the election will be kept in proper protection of the returning officer's Strong Room and it will be guarded by twenty four hours. The training EVMs distributed to the concerned officers for training purposes will be kept in different strangers in the same campus. While sealing Strong Room, where the EVM used for the election is kept, Representatives of political parties can be present and they can also put their seal on the lock. For this, the national and state level political parties recognized in advance will be given advance notice in writing. There should be only one entrance and double lock system in the store room. A key related assembly will be held near the returning officer of the constituency constituency and the second key will be placed beside assistant returning officer.

Other entry points of strangle room (including windows) should be sealed in such a way that no one is allowed to enter the Strong Room. The safety room of the EVM stagnant room should be chained for twenty-four hours. As per the program issued by the Election Commission for Assembly General Election 2018, the work of purchasing and depositing of nomination papers has started with the publication of notification at 11 PM today in Surajpur district. On the second day of nomination admission, one from Premnagar Assembly constituency, four candidates from Bhatgaon assembly constituency and four from Pratappur assembly constituency have purchased nomination papers.

Today, eight candidates of the district filed their nomination papers. District election officer Shri Deveshapati told that on October 31, Vidhan Sabha constituency, 04-Premnagar, Mr. Kalicharan Singh / Mr. Janak Raj Singh purchased nomination from National Godawana Party and Mr. Rajlal Rajwade filed his nomination papers.Similarly, from the 05-Bhatgaon assembly constituency, Mr. Kapildev Pankara from CPM, Mr. Parasnath Rajwade from Indian National Congress, Mr. Shiv Kumar Singh from National Godavana Party, Mr. Ramadheen from Samajwadi Party, Mr. Mohan Singh Tekam from Shiv Sena, Filed his nomination along with others.

Under the guidance of Collector and District Election Officer Shri KC DevSenapati, the Returning Officer's office has been made to Collector Court situated at Collectorate Complex for 04 Premnagar in the district and Shri K.C. Devsenapati will be the Returning Officer of Premnagar assembly constituency. Candidates can submit nomination papers by November 2 and the nomination papers filed on November 3 will be scrutinized and names will be withdrawn by the candidates till November 5.
