Cabinet Meeting...

Following important decisions were taken in the Cabinet Meeting chaired by Chief Minister Mr. Bhupesh Baghel at his residence office today:-

Chhattisgarh State Electric Vehicle Policy 2022 has been approved, to promote electric vehicles in the state.

Raipur : Chhattisgarh State Electric Vehicle Policy includes promoting the operation of both commercial and non-commercial electric vehicles. Under this policy, various discounts and facilities will be available on the purchase of two wheelers, three wheelers, four wheelers, goods carriers, passenger vehicles and other categories of electric vehicles in the state. As per this policy, a network of charging stations will be established to provide easy charging facility for electric vehicles. Charging points will be available to EV owners at fixed intervals on national and state highways.

State government has taken an important decision to boost the income of farmers and to enhance the yield of pulses crops in the state. As per this decision, the state government will procure tur, urad and moong crops in the Kharif marketing year 2022-23 on support price. Guidelines have been issued for this soon.
Further expanding the scope of Electricity Bill Half Scheme, State Government has decided to include Gauthans and Rural Industrial Parks being set up under Narva, Garuva, Ghurua, Bari scheme.  Under this scheme of state government to reduce the electricity bill of domestic consumers for consumption upto 400 units, State Government has decided to provide concession of 50% on the electricity bills of the connections provided by CSPDCL to Gauthans and Rural Industrial Parks, set up under Narva Garva Ghurua Bari scheme.
Cabinet has decided to further rationalize the process of domicle certificate issuance in Chhattisgarh so that people from outside the state do not take unnecessary advantage of it. Cabinet has decided to amend the previous provisions.
As per the proposed amendment, prescribed qualifications for admission in any institution or for service under the government, would now include the pass certificates of Std 1st, 4th and 5th examinations instead of just std 8th from any educational institutions of Chhattisgarh. In other cases as well, it has been decided to add pass certficate of 1st, 4th, 5th examination in the educational qualification.
 
In order to encourage the establishment of mega and ultra mega projects in Chhattisgarh, Cabinet has decided to determine a special incentive package for investment in steel (sponge iron and steel) industries under the state's industrial policy 2019-24.

Providing exemption in the stamp duty and registration fee for transferring the common area of the colony to the union/society of allottees by the promoter of residential colonies approved by the Housing and Environment Department or Chairman Chhattisgarh Real Estate Regulatory Authority, Cabinet has decided to impose the stamp duty at Rs 10 thousand and registration of Rs. 5000. The above exemption will be given on the registration of the general area of the colony certified by the Director, City and Rural Investment or the officer authorized by him.   

Providing a major relaxation on Stamp Duty, Registry Fee and Urban Body Fee, based on the amount payable on the allotment of government land to people living in urban areas, settlement of encroached land and converting non-concessional and concessional permanent leases into land owner rights. Cabinet has decided to extend the exemption period from 31 March 2022 to 31 March 2023.

Moreover, the stamp duty payable on the deeds of allotment, settlement and transfer of land owner rights in urban areas has been fixed at 5 percent and a exemption of maximum of Rs. 2000 will be provided on the cess.
Likewise, the registration fee payable on the deeds to be transferred in the allotment, settlement and land owner rights was fixed at a maximum of Rs 2 thousand by providing a rebate of 4% in the registration fee.

Cabinet has decided to completely waive off the one percent additional (urban body) duty on the stamp duty payable on allotment, settlement and change in land owner rights.

3% of the budget provision under Godhan Nyay Yojana has been sanctioned to administrative head for maintainence and development of gauthans and for providing training, incentive and awards to gauthan management committees through selected NGIs and NGOs, as per the provisions of Centre Sponsored Extension Reforms

Cabinet has decided to provide self-help groups and primary co-operative societies affiliated to Gauthans with incentive amount  on sale of compost and bonus amount on annual compost sale .

In regards to the provision of incentives for rice mills in Kharif marketing year 2021-22, Cabinet has decided that 50 percent amount of incentive will be paid with custom milling fee and the remaining 50 percent amount will be paid after they deposit the total quantity (as per the target) into the central pool.

The draft of Chhattisgarh Panchayat Provision (Extension to Scheduled Areas) (PESA) Rules-2022 was approved.

Taking a humane and sensitive initiative, Cabinet has decided to provide special compassionate appointment to Dr Alka Panda, wife of Senior Pilot (Heli) Late Captain Gopal Krishna Panda, on the post of lecturer under the Department of School Education.


Providing relaxation in the Contract Rules 2012, Cabinet has decided to extend the contract period of Col. Rajneesh Sharma, Deputy Inspector General of Police (STF) Baghera District Durg, by one year.

The twentieth annual report of Chhattisgarh Public Service Commission (period from 01 April 2020 to 31 March 2021 was approved.

Cabinet has decided to upgrade the payscale of the officers of State Administrative Service (2013 batch).

To regulate the use of molasses (molasses) in Chhattisgarh, the draft of Chhattisgarh Molasses (molasses) Control and Regulation Rules 2022 was approved.

The draft of Chhattisgarh Cess (Amendment) Bill 2022 was approved to collect cess amount for Chhattisgarh Employment Mission and Rajiv Mitan Club scheme.

Considering the list of candidates selected for a total of 5 posts of Sports Officer, Administrator, Assistant Director and Youth Welfare Officer under the Department of Sports and Youth Welfare through the Public Service Commission as a special case, Cabinet has decided to extend the validity period of the selection list.

The draft of the Chhattisgarh Private University (Establishment and Operation) (Amendment) Bill 2022 was approved.

Cabinet has decided to provide scale equivalent of Principal Chief Conservator of Forests on non-functional basis to the officers posted on the post of Additional Principal Chief Conservator of Forests from 1988 to 1991 batch, who have completed 30 years of qualifying service of Indian Forest Service of Chhattisgarh cadre.
