Chief Minister issues instructions for fast and effective implementation of welfare schemes
Raipur : A crucial meeting of the State-Level DISHA Committee was held on Friday at Mantralaya Mahanadi Bhawan under the chairmanship of Chief Minister Shri Vishnu Deo Sai. The meeting included a comprehensive review of the progress of various centrally and state-sponsored schemes.
Chief Minister Shri Sai directed officials to ensure that no eligible beneficiary is deprived of the benefits of any scheme and that all schemes are implemented in a timely and effective manner.
He said DISHA committee meetings are extremely important, as they enable regular review of centrally funded schemes. He directed that DISHA meetings must be conducted once every six months. He informed that a total of 81 schemes are being implemented under 26 departments. He urged MPs to ensure mandatory attendance in the quarterly district-level DISHA meetings.
Deputy Chief Minister Shri Vijay Sharma stressed on regular meetings, better coordination, and timely implementation. He said the committee is a key institution guiding the direction of development works.
The Chief Minister reviewed major schemes under the Panchayat and Rural Development Department, including the Mahatma Gandhi National Rural Employment Guarantee Scheme, Pradhan Mantri Awas Yojana (Rural), National Rural Livelihood Mission, Sansad Adarsh Gram Yojana, and the Pradhan Mantri Gram Sadak Yojana.
The meeting also discussed schemes of the Agriculture and Farmers’ Welfare Department, such as PM Janman, Pradhan Mantri Fasal Bima Yojana, and Pradhan Mantri Kisan Samman Nidhi. Chief Minister Shri Sai directed that 100% of eligible farmers must receive benefits and no farmer should be left out. He also reviewed the status of Agristack registration for forest land leaseholders.
While reviewing the Dairy Integrated Development Programme launched with the support of the National Dairy Development Board, the Chief Minister expressed displeasure over slow progress and instructed officials to meet targets quickly. He stressed the need to include Scheduled Tribe beneficiaries as well as traditional dairy farmers to expand the scheme and ensure wider benefits.
During the review of the Urban Administration Department, the Chief Minister assessed progress under the Pradhan Mantri Awas Yojana (Urban), Mission AMRUT, and the PM Street Vendor's AtmaNirbhar Nidhi (PMSVANidhi) scheme. He placed special emphasis on ensuring transparency and timely completion of urban housing construction.
Chief Minister Shri Sai reviewed the number of Ayushman Cards and Vay Vandana Cards issued under the Pradhan Mantri Jan Arogya Yojana (PM-JAY). He instructed that special campaigns be conducted in villages of the Niyad Nella Nar region to ensure the availability of Ayushman Cards. He also stressed strict action on complaints related to Ayushman Cards and the need for a state-level helpline for beneficiaries.
Reviewing the Pradhan Mantri Matru Vandana Yojana and nutrition programmes, the Chief Minister said effective implementation of these schemes is essential. He directed officials to ensure excellent quality in the Mid-Day Meal scheme.
He stated that healthy women and healthy children form the foundation of a healthy state. He also reviewed the progress of the ‘Nyota Bhoj’ initiative and encouraged active participation of public representatives and officials.
The Chief Minister expressed strong dissatisfaction over slow progress in the BharatNet project in the telecom sector. He directed officials to expedite completion of the fibre network and give top priority to expanding connectivity in Bastar and remote areas. The meeting also reviewed updates on railway projects.

Niharika Barik, Secretaries to the Chief Minister Shri Rahul Bhagat, Shri Mukesh Bansal and Shri Basava Raju S., along with departmental secretaries and committee members.
