Special Article : Chhattisgarh Set to Emerge as a New Hub for Investment in Defence, Aerospace, and Space Technology

Raipur :  Shedding its image as only a mineral- and agriculture-driven state, Chhattisgarh is swiftly evolving into a dynamic centre for technological innovation and strategic industries. This transformation is being led under the visionary leadership of Chief Minister Shri Vishnu Deo Sai, who has not only modernised the state’s industrial policies to be employment-oriented but has also undertaken historic measures to attract investment in strategic sectors such as defence, aerospace, and space technology.

In a recent cabinet meeting chaired by Chief Minister Shri Sai, the state government announced a separate industrial incentive package for these advanced technology sectors. This package is poised to attract significant investments while simultaneously opening up new avenues of employment and service opportunities for the youth of Chhattisgarh.

Formulated under the Chhattisgarh Industrial Development Policy 2024–30, this special package represents a decisive step towards promoting the establishment and expansion of cutting-edge industries. Enterprises in the fields of defence, aerospace, and space technology will be offered 100 percent reimbursement of SGST based on fixed capital investment, or alternatively, a capital subsidy. For units investing between Rs 50 crore and more than Rs 500 crore, subsidies of up to 35 percent will be provided, capped at a maximum of Rs 300 crore. In addition, investors will benefit from interest subsidies, concessions on electricity charges, waivers on stamp duty and registration fees, rebates on land use conversion charges, employment-based incentives, EPF reimbursement, and training grants.

A key highlight of the policy is its prioritisation of sustainable employment for local youth. Industries that provide first-time employment to Chhattisgarh residents will be granted a wage subsidy of up to 20 percent. This reflects the state government’s philosophy that development must transcend statistical achievements and lead to genuine improvements in the quality of life of its citizens.

Further incentives include grants of up to 20 percent of expenditure on setting up research and development facilities in the defence and aerospace sectors, capital investment support for establishing Centres of Excellence, and special assistance for drone training centres. These initiatives aim to make the state technologically self-reliant and a frontrunner in innovation. Units investing over Rs 1,000 crore or employing more than 1,000 people will receive additional industrial incentives, creating a compelling proposition for national and global companies to invest in Chhattisgarh.

Chief Minister Shri Vishnu Deo Sai envisions the development of a comprehensive ecosystem in the state—integrating industrial investment with employment, technical education, research, and innovation. His goal is to empower Chhattisgarh’s youth not only to seek jobs but to become job creators themselves. This forward-looking industrial policy aligns with national initiatives like Make in India and Aatmanirbhar Bharat, positioning the state on a new trajectory of identity and growth.

Chhattisgarh is now advancing beyond traditional industries, emerging as a promising destination for high-tech investments in the defence and aerospace sectors. This shift is set to accelerate the state’s economic prosperity while enabling its youth to aspire towards greater heights of achievement.
