Chief Minister Shri Vishnu Dev Sai gave guidelines to the collectors regarding the organization of Sushasan Tihar
Raipur : Chief Minister Shri Vishnudev Sai has issued a letter to all the District Collectors and directed to organize “Sushasan Tihar-2025”. This Tihar will be organized in three phases with the aim of strong establishment of good governance in the state, quick solution of public problems, review of public welfare schemes and strengthening public dialogue.
Chief Minister Shri Sai clarified that the government is committed to the establishment of transparency, effectiveness and public-friendly administration at every level of governance. Through this Tihar, the government-administration will directly connect with the general public and solve their problems in a timely manner.
Chief Minister Shri Vishnu Dev Sai said that our government is continuously working to establish good governance in the state. Effective initiatives are being taken at the government-administration level to ensure transparency in government work at every level of governance, effective implementation of government schemes and programs, and prompt benefit of these to reach those sections of the society for whom the schemes are being run.
Chief Minister Shri Sai has written a letter to all the District Collectors and given necessary guidelines regarding the conduct of Sushasan Tihar-2025. He has said that the objectives of organizing “Sushasan Tihar-2025” are to ensure timely resolution of problems of the general public, review the implementation of public welfare schemes of the government and to speed up development works as well as establish direct communication with the general public, public representatives and various social organizations.
Sushasan Tihar-2025 to be organized in three phases
Chief Minister Shri Sai said that Sushasan Tihar-2025 will be organized in three phases. In the first phase, applications will be received from the general public from 08 April to 11 April 2025. In the second phase, the applications received will be resolved within about a month. In the third and final phase, Samadhan camps will be organized between 05 May to 31 May 2025. Detailed guidelines are being issued and a portal is being created to make this festival well organized and effective. Innovations can also be done according to the traditions, needs and circumstances of each district, so that this festival becomes more public-friendly and effective.
Chief Minister Shri Vishnu Dev Sai has directed all the District Collectors that applications will be received from the general public regarding their problems from 08 April to 11 April 2025 at the Gram Panchayat headquarters and urban body offices from 10 am to 5 pm. Samadhan boxes will be kept at these places, so that people can write their problems and complaints without hesitation and put them in it. Arrangement of Samadhan boxes should also be made at the district and development block headquarters level to receive applications.
Applications can also be collected in haat bazaars as per requirement. There will also be a system in the portal to receive online applications. Common Service Centre can also be used to receive online applications. Information about giving a code to each application will be available on the portal. Blank application forms in the prescribed format (with village-wise/urban body-wise code) can be printed and made available to the villagers.
Chief Minister Shri Sai said that each application will be registered in the portal and uploaded online, along with this, an acknowledgement will be given to the applicant. The Collector can put officers/employees on duty as per requirement to provide assistance to the public in writing the application. These dates should be widely publicized through various mediums.
Resolution of applications
Chief Minister Shri Sai said that all the received applications will be scanned and uploaded in the software and sent online and physically to the officers of the concerned district/district/urban body. The concerned department/officer will ensure the resolution of these applications in about a month. Applications related to demand will be resolved on the basis of availability of budget. The quality of resolution of these applications should be analyzed at the district and state level.
Organization of Samadhan Camp
Chief Minister Shri Sai said that during 05 May to 31 May 2025, Samadhan camps will be organized in every 08 to 15 panchayats, in which applicants will be informed about the status of their applications. Samadhan camps will also be organized in urban bodies as per the need. Information about the date of organizing the camps should be given to the applicants through SMS and through the receipt of the application, along with this, these dates should also be widely publicized. The applications received in these camps should also be entered in the portal and the applications which can be resolved in the camp should be done in the camp, the remaining applications should be resolved in one month and the applicants should be informed.
Information about various public welfare schemes will be given in the camps and application forms/documents of beneficiary-oriented schemes will be made available. A block level officer should be made in-charge for each camp, who will ensure proper operation of the camp. All the officers of the block and section level will be present in the Samadhan camps, some officers from the district level will also be present. Similar arrangements should be made in the camps of urban bodies.
Chief Minister Shri Sai said that he himself, Deputy Chief Ministers, Ministers, Chief Secretary, Secretary-in-charge and State Government officials will also attend some camps and meet the applicants there and get information about their problems and solutions. Information technology will be used extensively to make this festival more effective. Proper training will be arranged for taking applications, their entry, monitoring and solution processes.
Public representatives will participate
The District Collector will ensure that local MPs, MLAs and other public representatives participate in this festival and necessary information is made available to them on time.
Surprise inspection of development works
The Chief Minister said that he will conduct surprise inspection of the implementation of various development works and schemes going on in the state. Feedback will be taken about the benefits people are getting from various schemes. Ministers-in-charge, Secretaries-in-charge will also adopt this process at their level.
Organizing a review meeting
After noon, there will be a meeting with the officials at the district headquarters, in which the status of redressal of applications received in the Samadhan camps and the implementation of various schemes and projects will be reviewed, as well as the upcoming action plan will be discussed. Point-wise review sheets will be provided from the state level.
Press conference and meeting with various organizations and citizens
Chief Minister Shri Sai said that after the review meeting or at an appropriate time, he will address a press conference and meet various organizations and citizens.
