Cases and complaints of violation of the Code of Conduct will be taken seriously


In the meeting of the political parties, the Chief Electoral Officer reiterated that after the announcement of the election program, the ministers of the Government will be requested to ensure compliance with the Code of Conduct. If any kind of complaint is received in this regard, it will be taken seriously. If a minister visits the election work, the government employees and officials will not go with them. In the election campaign, loudspeakers are used by all political parties, candidates and their workers. Use of SMS, Whatsapp Message, Video Call, Home-House Promotions, etc. with a loudspeaker or any type of sound magnifier apparatus installed in fixed condition or in any type of vehicle during the general assembly for election sponsorship. Will be restricted from 6 am in the morning.




5 Pink booths in each assembly area


It was informed in the meeting that representatives of the present political parties were informed that women polling booths would be set up in as many as five Pink booths in each assembly segment. Electronic transfer of postal ballot service will be issued to the voter. It was informed that the civil facility will be operational from the date of issue of notification, all accessible mobile app selection process. Meeting of Chief Electoral Officers Meeting with Political Parties Election Program and Code of Conduct Information given for election expenditure monitoring


Balrampur 09 October 2018 / Chief Election Officer Shri Subrata Sahu today concluded the important meeting with the representatives of political parties on 8th of October. In the meeting, the representatives of political parties were informed about the announcement of the election program of the Election Commission of India on 06 October 2018. With the announcement of the election, information was given regarding the effect of Model Code of Conduct in the state. Similarly, detailed information was given regarding election expenditure surveillance in accordance with the guidelines of the Election Commission of India for the Assembly Election-2012.
In the meeting, representatives from other political parties including Communist Indian of India, Indian National Congress, Bharatiya Janata Party, Janata Congress Chhattisgarh (J), National Janabha Party were present. It was informed in the meeting that in the first phase, elections will be held in 72 assembly constituencies in 18 assembly constituencies and in the second phase on November 20, 2018, in the 72 assembly constituencies, in the meeting, giving information about the declared election program to be completed in Chhattisgarh assembly-2012. The notification for election will be published on 16 October 2018 under which 18 constituencies will be held in the first phase. The last date for filing nomination is fixed on 23 October 2018. The scrutiny of nomination papers is 24 October 2018. Return of nomination papers will be held on October 26, 2018 and in the first phase, the date of 12 November 2018 has been fixed for voting in 18 assembly constituencies. Similarly, in 72 constituencies where elections will be done in the second phase, the notification for election will be published on October 26, 2018. The last date for filing nomination is November 2, 2018. Nomination papers will be scrutinized on November 3, 2018 and the return on nomination papers is fixed on November 5, 2018. In the second phase, the voting date for 72 assembly constituencies has been fixed on November 20, 2018. After the first and second phase of polling, both the phases will be counted on December 11, 2018.

For successful execution of the election process, training cum workshop of Sarv Sector Officer and Sarv Master Trainer has been organized at 10:30 am on October 10, 2018 at the auditorium building of the old district panchayat. Additional Collector Mr. Vijay Kumar Kuzur asked the Seva Sector Officer and Sarva Master Trainer to ensure his presence in the said workshop.

Balrampur 08 October 2018 / As per the Election Commission of India, every candidate of Chhattisgarh assembly constituency has been told that a separate new bank account will be opened for all types of election expenditure. Election expenditure will not be allowed through existing or former bank accounts. It is necessary to open a new account at least one day before enrollment. It has also been clarified that in the constituency concerned, no more than Rs. 50 thousand in cash will be allowed to walk with cash. The Chief Electoral Officer of the State, Shri Subrata Sahu, has directed the candidates to open new accounts of this type of candidates in the meeting of State Level Bankers.

It is noteworthy that according to the Election Commission of India, it is compulsory for the daily expenditure of the candidates concerned to be mentioned in their election expenditure audit. For this, it is mandatory for the candidate to open a separate bank account for expenditure to be spent. The existing or former bank accounts of the candidate will not be allowed for this purpose. All expenses are to be made by this new bank account. It is mandatory to open this bank account candidate at least one day before enrollment enrollment. The details of this new bank account are to be submitted by the candidate at the time of nomination. This bank account can be opened at any location in the state and in any bank (which includes co-operative bank and post office). The bank account can be opened by the joint name of the candidate or the candidate and his agent, but the joint can not be opened with the members of his family if the member of the family is not the election agent.

         It is also clarified that the candidate will spend all the expenditure for the election from this account. For the expenditure, it is mandatory to pay the amount of up to twenty thousand rupees only through check. The lesser amount can be withdrawn from the account. In order to open the said bank accounts, instructions have been given by the Chief Electoral Officer Chhattisgarh at the state level bankers meeting.

Shri Sahu also informed the guidelines of the Election Commission of India, that during the entire election process during the ideal conduct, any candidate or his election agent or any of his workers will be entitled to 50 thousand in the constituency during the election period. Money is not allowed to carry more than Rs.

Collector and District Election Officer, Mr. Hiralal Nayak said that Model Code of Conduct has become effective after the announcement of the election program. He said that in the state two phases will be voted. Voting will take place in the first phase on 18th November in the 18th Assembly and on November 20 in the 72st Assembly in the second phase. Ballarampur-Ramanujganj district will be voting in the second phase. For this, the nomination papers will be filed by the candidate from October 26 to November 2, 2018. Nomination papers will be scrutinized on 03 November and candidates can be withdrawn on November 05 and voting will be held on November 20. Elections will be counted on December 11 in Government New College Balrampur. The entire process of election will be completed by December 13. The collector and district election officer gave detailed information of the complete action taken under the Model Code of Conduct during the election to the journalists in the press. He urged the media representatives to cooperate in peaceful and unbiased polls in the district. During the press conference, Chief Executive Officer of District Panchayat Shri Shiv Anant Tayal, Additional Collector Mr. Vijay Kumar Kuzur, Deputy District Election Officer Mr. Durgesh Verma, District and print and electronic media representatives of the district were present.
