Raipur : Chief Minister Shri Vishnu Deo Sai addressed the 'Collector-SP Conference' today from his residence office and gave necessary instructions regarding the implementation of government schemes and maintenance of the law and order in the state. Chief Minister Shri Sai said that many schemes of the state government and the Government of India are being implemented in the state. These schemes should be made accessible to even the last person of the state. Collectors were directed to ensure that the district administration delivers the schemes to the people without any negligence or irregularities. Following the footsteps of Prime Minister who considers himself a public servant, we should also make serving public a priority. From Collector to Patwari and from SP to constable, we all have to be ready to serve the public.

Revenue officers should change their tendency to postpone work

Chief Minister Shri Sai said that several complaints of negligence, delay and irregularities have been received against the Patwaris and Revenue Inspectors in rural areas. Chief Minister said that the old system of postponing work should be changed immediately. All the Collectors should ensure that complaints are resolved at the earliest and public convenience should be the priority.

Ensure timely attendance of officers and employees

Chief Minister said that officials and employees should give their best effort and focus every day in their 5-day work week. Timely attendance of the officials should be ensured. The district administration should pay attention to ensure that the schemes of the state government and the Government of India reach the people with complete transparency.
The image of the government is shaped by the way Collectors and Superintendents of Police work. Our farmers are food providers the 'Annadaata'. The district administration should ensure that farmers do not have to visit offices. It should be ensured that the work of the farmers is completed within the prescribed time period.
 
DMF funds should not be misused

In the tenure of the previous government, there was a huge corruption in the use of DMF fund. DMF fund is meant for the development of mining affected areas. This amount should be spent to provide health, education, drinking water, roads and means of livelihood. Government of India has laid down rules to ensure optimal utilization of the DMF amount. These rules should be strictly followed to avoid any kind of misuse.

Monitor work agency and contractor

Chief Minister said that Prime Minister Shri Narendra Modi has set the goal of providing tap water connection to every household through Jal Jeevan Mission. These works should be completed in a systematic and strategic manner. First of all, water sources should be identified, after which the work of building a tank and laying pipelines should be done. The work agency and contractor should be monitored so that the work is done properly.

 Pay remuneration to tendupatta collectors on time

As the time of tendupatta procurement has arrived, the procurement rate has been fixed at Rs 5500 per standard bag by the government. Tendupatta collectors should be provided timely payment of wages along with the benefits of various schemes. MNREGA works should run smoothly in rural areas and payments should be made on time. Workers should not have to wander for wages. Approved works should be started and completed on time, directed Chief Minister.

Expedite Implementation of Pradhan Mantri Aawas Yojana

Under the Pradhan Mantri Awas Yojana, our government has decided to build 18 lakh houses. The eligible beneficiaries of Pradhan Mantri Awas Yojana, who were deprived of the benefits for past 5 years, should get the housing facility under the scheme at the earliest. All the houses approved under the scheme should be completed in an expedited manner. This scheme should be continuously reviewed at the district level. The work of renewal of ration cards should be completed soon and timely distribution of food grains to ration card holders should be ensured.

People should not face difficulty in withdrawing money from banks

Under Mahtari Vandan Yojana, the first installment of the scheme has been transferred to the bank accounts of more than 70 lakh eligible women. Similarly, the amount under Krishak Unnati Yojana has also transferred to the bank accounts of farmers. Necessary arrangements should be ensured in the banks to ensure that the beneficiaries do not face any difficulty in withdrawing the above amount. Even after transfer of funds by the government in Direct Benefit Schemes, there have been complaints of funds not being deposited in their their accounts. Such complaints should be immediately addressed and resolved. We have to achieve saturation in all the schemes like Pradhan Mantri Awas Yojana, Ayushman Card, Ujjwala Yojana, Jan-Dhan Account, Security Insurance Scheme etc. Therefore, work should be done keeping this goal in mind.

Image of Security Camp in Bastar should be that of a Convenience Camp

Chief Minister Shri Sai said that the security camp established to control Maoist terrorism in Bastar should have the image of a convenience camp among the people. He said that our government has started the 'Niyad Nellanar Scheme' to provide basic facilities to the people. Under this scheme, all types of basic facilities should be provided to the people of rural areas within a radius of 5 kilometers around the camp.
