A delegation of the Chhattisgarh State Health Workers Union paid a courtesy call to Chief Minister Mr. Bhupesh Baghel at his residence office on July 9. The delegation informed the Chief Minister that the strike commenced from July 4 by the Union has been called off. All the employees who went on strike have returned to their respective jobs. The delegation had a detailed discussion with the Chief Minister about the demands of the health workers and submitted a memorandum to him in this regard.
Chief Minister Mr. Baghel assured that the state government will take necessary action after examination by the Chief Secretary Mr.Amitabh Jain on the demands presented by the delegation. The delegation greeted the Chief Minister by presenting him with a floral bouquet. Chhattisgarh Government has planned to enhance safety measures in passenger buses by installing panic buttons. This initiative aims to protect women and students travelling on school buses. In the event of any untoward incidents on the bus, pressing the panic button will immediately notify the control room. This feature will provide real-time information such as the location and speed of the buses. Along with curbing driver misconduct, the implementation of panic buttons is expected to reduce the likelihood of any untoward incidents related to women and students. The GPS control room for this system has been established at the Dial 112 office, which will ensure efficient monitoring and response.
The Transport Department of Chhattisgarh has announced that the installation of panic buttons and GPS in buses will greatly assist the public in dealing with potential dangers and untoward incidents. Currently, the state operates a fleet of 12,000 passenger buses, covering various routes across the state. Additionally, approximately 6,000 school buses are in operation. The implementation of panic buttons and GPS will provide instant information about the buses, ensuring improved safety and convenience for passengers.
The Transport Department, under the guidance of Chief Minister Mr. Bhupesh Baghel and Transport Minister Mr. Mohammad Akbar, is actively working towards ensuring smooth traffic arrangements and public convenience. As part of their efforts, the department has announced that the new system will include mapping the routes of school buses. This feature will enable the automatic alert mode if a school bus deviates from its prescribed route, ensuring the safety of children. The control room will have four employees who will be assigned to each shift, responsible for monitoring all buses and promptly informing the police department in case of emergencies.

Panic Button:
Passengers travelling on buses in Chhattisgarh now have an additional safety measure with the installation of panic buttons. In the event of an accident or any issues, passengers can press the panic button, immediately notifying both the police control room and the transport control room. The staff of the nearest police station will then swiftly respond and provide assistance to the affected passengers. These measures stem from the directives issued by the Central Government following the tragic Nirbhaya incident in Delhi, emphasising the need for enhanced women's safety. As part of this initiative, all passenger vehicles in Chhattisgarh are being tracked through a vehicle tracking platform, utilising GPS installations funded by the Nirbhaya Fund. A vehicle tracking software developed by CHIPS enables real-time tracking of all vehicles. To facilitate quick responses and actions, a command and control centre has been established in the Dial 112 building located in Civil Lines, Raipur.
What is GPS
The implementation of the Global Positioning System (GPS) in vehicles enables tracking their location on a designated server. This installation will serve as a deterrent to criminal activities. The GPS system will provide accurate information about bus routes, ensuring improved safety for women and children. Both school buses and passenger buses in the state will be monitored using GPS technology, which includes panic buttons. The state government has established the Nirbhaya Command Centre to oversee this system, further enhancing the security measures for public transportation.

Chief Minister Mr. Bhupesh Baghel virtually participated in the inauguration ceremony of the 'Rajmata Shrimati Devendra Kumari Singh Deo Government Medical College' in Surguja district. Due to adverse weather conditions, the Chief Minister was unable to attend the event in person but addressed the people present at the venue through video conferencing. He expressed his regret at not being able to visit the venue. The medical college was inaugurated in response to the sentiments and demands of the people of Surguja. Mr. Baghel reminisced about the love, affection, and care they all received from Rajmata Ji during their interactions. The Chief Minister highlighted the government's efforts to improve healthcare services, generate employment opportunities, and improve the agricultural sector in Surguja, aiming to uplift the standard of living of the people residing in forest areas. He expressed confidence in receiving the blessings of the locals for the state government’s endeavours.

The project, encompassing the medical college building, hospital, and residential complex, has been accomplished at a total cost of Rs 374 crore. Notably, this medical college stands out for its focus on developing the skills and competencies of medical students, featuring a state-of-the-art skill lab and specialised facilities for testing and treating hearing impairments. Mata Rajmohini Devi Memorial Hospital, affiliated with the college, boasts various departments such as Medicine, Surgery, Orthopaedics, Gynaecology and Obstetrics, Paediatrics, Anaesthesia, and Ophthalmology. The hospital will also provide a wide range of advanced diagnostic facilities. Additionally, the new college building will consist of eight departments, including Anatomy, Biochemistry, Physiology, Community Medicine, Forensic Medicine, Microbiology, and Pharmacology. The completion of this project, equipped with modern facilities, will bring immense benefits to the entire Surguja division.
In his address, Chief Minister Mr. Baghel emphasized the significance of the Surguja division, which is predominantly inhabited by tribal communities. For centuries, the people of this area have been deprived of basic facilities and rights. However, through the state government's efforts, the improved facilities of medicine and education are now reaching the tribal areas of the state. The Chief Minister highlighted several healthcare initiatives launched by the government, such as the ‘Mukhyamantri Haat-Bazar Clinic Yojana’, which aims to provide health facilities to remote areas. Additionally, the ‘Mukhyamantri Slum Swasthya Yojana’ and ‘Dai-Didi Clinic Yojana’ were initiated to ensure medical facilities for impoverished individuals and women residing in urban slums. However, the government's vision extends beyond mere facilitating convenience for the people; the government is striving to establish access for impoverished individuals and women to state-of-the-art, high-quality facilities. The Chief Minister shared that the state government has a larger goal to develop a robust infrastructure in the fields of medicine and education that will give a new identity to Chhattisgarh on the international map. He shared that significant steps have been taken to open eight new government medical colleges in the state, with four already established and four in progress. The state government has equipped government hospitals at the block and district levels with the necessary facilities and implemented several measures to address the shortage of doctors and medical staff.

Deputy Chief Minister Mr. T. S. Singh Deo, with deep sentiment, paid tribute to his late mother during the inauguration of the ‘Rajmata Shrimati Devendra Kumari Singh Deo Government Medical College’. He shared that the medical college is dedicated to her. In a previous session at the Vidhansabha, the Chief Minister had announced that the Ambikapur Medical College would be named after Mataji (Rajmata Shrimati Devendra Kumari Singh Deo), and this event marked the realisation of that promise. Mr. Singh Deo fondly remembered his mother as not just a mother to him but as a figure who cared deeply for the entire Surguja region. She held immense affection and love for Surguja and would passionately take up any cause for the region's welfare, even approaching the Chief Minister for the smallest tasks. The decision taken by the Chief Minister Mr. Baghel to name this significant medical institution after Mataji’s name has brought pride to everyone present. The Deputy Chief Minister expressed gratitude to the Chief Minister and the Government of Chhattisgarh for bestowing such an honour on his beloved mother. He acknowledged that this was the first unit established in Surguja in the name of his parents, who had selflessly served the region without seeking recognition. The medical college stands out for its superior facilities compared to other colleges in the state, offering students a conducive learning environment and, upon graduation, contributing their services as doctors within the state.

The newly constructed complex, with a total cost of Rs 374.08 crore, comprises various parts such as the college building (Rs 54.26 crore), hospital building (Rs 120.73 crore), auditorium, hostel, staff quarters, and the Dean's residence. This establishment marks the sixth medical college in the state, serving as a significant addition to the healthcare infrastructure. A notable feature of this medical college is the emphasis on developing the skills and competencies of medical students. It houses a spacious skills lab and specialised facilities for testing and treating hearing impairments, ensuring comprehensive training opportunities. The college building will accommodate a total of seven departments, including Anatomy, Biochemistry, Physiology, Community Medicine, Forensic Medicine, Microbiology, and Pharmacology. Each department will offer specialised training to students, providing them with a conducive learning environment.

Chief Minister Shri Bhupesh Baghel has appealed to the citizens, farmers, Sarpanchs, gram patels, Gauthan committees, and officials to make arrangements for "Roka-Cheka" in the villages from July 6 to July 17. He emphasized that with the onset of the monsoon, the work of sowing and planting commenced in the villages. Therefore, it is crucial to protect the crops. Roka-Cheka helps in safeguarding crops from stray animals. Chief Minister has urged to inform people about the 'Roka-Cheka' through 'Munaadi' in villages and also to make arrangements for fodder and water for animals in the Gauthans.
He was addressing a programme organized at his residence office today for the distribution of funds under the Godhan NYAY Yojana. He disbursed an amount of Rs 18.47 crores to the beneficiaries of the Godhan NYAY Yojana. This includes payment of Rs 5.05 crore to cattle herders, farmers, and landless individuals in lieu of 2.52 lakh quintals of cow dung procured during the period of June 15 to June 30. Additionally, a sum of Rs 7.79 crore has been disbursed to the Gauthan Committees, while women's groups received Rs 5.53 crore as dividends.
Chief Minister extended his best wishes to the residents for the upcoming Hareli festival, which will be observed on the 17th of this month. He appealed to the farmers to increase the area under cultivation not only for paddy but also for other Kharif crops. He mentioned that all crops are currently receiving good prices in Chhattisgarh. Therefore, farmers should consider cultivating other Kharif crops along with paddy. He further assured that there will be no shortage of fertilizers and seeds, and sufficient organic fertilizers are available in our Gauthans. He urged the farmers to use more organic fertilizers and bio-pesticides during the Kharif season.
"Many areas in the state are experiencing good rainfall. The sowing process has begun, and there is no need for me to provide detailed information on seed selection, as you all know better. Nevertheless, I would like to encourage all of you to seek guidance from the Department of Agriculture as the combination of experience and science yields better results. Sowing of kharif crops has already been completed in an area of 3.33 lakh hectares in the state. The target area for sowing during this season is set at 48.20 lakh hectares.", he said.
Chief Minister highlighted that Chhattisgarh continues to be known as the "Rice Bowl." During the previous marketing season, the state not only made the highest contribution to the central pool but also had the highest number of farmers selling paddy across the country. A total of 107.53 lakh metric tonnes of paddy was procured last year, with approximately 24 lakh farmers selling their paddy.
Furthermore, Chief Minister announced that the Hareli festival will be celebrated with great enthusiasm this year as well. The state government is making special arrangements for 'Gedi' for the general public. These 'Gedis' will be manufactured and sold by the forest department and women Self-Help Groups. Citizens can purchase these 'Gedis' from the offices of the Forest Department, C-Mart, and Gauthans by paying the prescribed fee.
It is worth mentioning that a total payment of Rs 507.14 crores has been made to the beneficiaries of the Godhan NYAY Yojana so far. This includes payment of Rs 247.12 crore to the cow dung sellers and Rs 244.95 crore to the Gauthan Committees and women self-help groups. Under the Godhan NYAY Yojana, cow dung is being procured at the rate of Rs 2 per Kg since July 20, 2020, in the state. A total of 123.56 lakh quintals of cow dung is purchased in Gauthans until June 30 this year. To date, self-supporting Gauthans in the state have purchased cow dung worth Rs 64.61 crore using their own resources. Out of the Rs 5.05 crore released today for the purchase of cow dung, Rs 2.92 crore has been paid by the self-supporting Gauthans, and Rs 2.13 crore has been paid by the Agriculture Department. A total of 5,419 Gauthans are purchasing more than 30 quintals of cow dung.
Women Self-Help Groups associated with the Gauthans have generated an income of Rs 158.42 crores through livelihood activities conducted in Gauthans. As many as 17,486 women self-help groups, with a total membership of 2,05,817, are associated with Gauthans across the state. The cow dung procured in Gauthans is being utilized for the production of electricity, natural paint, and other materials. Furthermore, women groups in Gauthans are engaged in various income-generating activities including vegetable and mushroom cultivation, poultry, fish and goat farming, and animal husbandry.

He applauded the efforts of the department in providing skilled drivers and enhancing civic amenities through various innovative methods adopted by the department. He acknowledged the significance of the Driving Training and Research Institute in fulfilling the state's demand for competent drivers. Transport Commissioner Mr.Dipanshu Kabra shared that the department has delivered 21,04,095 licences and registration certificates to the beneficiaries.
461 Parivahan Suvidha Kendras established across the state
The state government has established the 461 ‘Parivahan Suvidha Kendra’ for carrying out the efficient implementation of the 'Tuhar Sarkar Tuhar Dwaar Abhiyan’, covering urban and rural areas. Transport Commissioner Mr.Dipanshu Kabra shared that the department has delivered 14,33,444 registration certificates and 6,70,651 driving licences to the beneficiaries. The scheme provides 22 services and is creating employment opportunities for educated unemployed youth. Aadhaar authentication streamlines application processes, enabling automatic approvals without manual intervention. The Transport Department has implemented the online issuance of One-A certificates for driving licences, leveraging the expertise of doctors. Over one lakh medical forms have been issued online as part of the streamlined process. Eliminating the need for applicants to visit transport offices, registration booklets and driving licences are delivered to them through these centres. The Transport Department introduced Aadhaar authentication for convenient ownership transfers.

Chief Minister Mr.Bhupesh Baghel will virtually release an amount of Rs 18.47 crore to the beneficiaries of the Godhan NYAY Yojana on July 5. This includes payment of Rs 5.05 crore to cattle rearers in lieu of 2.52 lakh quintals of cow dung procured from June 15 to June 30 in Gauthans, and payment of Rs 7.79 crore and Rs 5.53 crore to Gauthan committees and women's SHGs, respectively, as a dividend. The self-supporting Gauthans' involvement in cow dung procurement is steadily rising day by day. Since the commencement of this scheme, the proportion of payments made by self-supporting Gauthans has reached 60 to 70 percent. More than 60 percent of Gauthans have become self-sufficient enough to pay the amount for the procurement of cow dung and gau-mutra and can also bear the expenses for operating Gauthans from their own funds.
It is worth mentioning that under the Godhan NYAY Yojana, payments totaling Rs 488.67 crore have already been made to cow dung sellers, Gauthan committees, and women’s self-help groups. After the payment of Rs 18.47 crore on July 5, this figure will increase to Rs 507.14 crore. The Godhan NYAY Yojana, which commenced on July 20, 2020, is one of the most popular schemes of the Chhattisgarh government. Under this scheme, cow dung is purchased from the beneficiaries at Rs 2 per Kg. As of June 30, 2023, the state government had paid Rs. 242.07 crore to the cow dung vendors for the procurement of 123.56 lakh quintals of cow dung. Following an additional payment of Rs 5.05 crore scheduled for July 5, the total amount will reach Rs 247.12 crore. Moreover, Gauthan committees and women's SHGs have received Rs 231.53 crore, which will rise to Rs 244.95 crore after the payment of Rs 13.42 crore to these committees and groups on July 5.

The Chief Minister Mr. Bhupesh Baghel said this during the Provincial Arya Convention and Gyan Jyoti Parv organized at the Shahid Smarak Bhawan in Raipur. He said that the revolutionary movement started by Swami Dayanand Saraswati is now reaping results. The Chief Minister also stated that Swami Dayanand Saraswati had raised his voice in favour of educating women, as a result of which the number of female students in Chhattisgarh’s colleges exceeds the number of male students.
Paying obeisance to Swami Dayanand Saraswati on the occasion of his 200th Anniversary and the 150th Foundation Day of Arya Samaj, Chief Minister Mr. Baghel congratulated everyone on the celebration of Gyan Jyoti Parv. Remembering the Founder of Arya Samaj in Chhattisgarh, Tularam Arya Parganiha Ji, on his Appearance Day, he said that the revered Tularam Arya Ji had made commendable endeavours towards social reform at the local level in the state. We are thankful to him for his generosity and charity.
In his address, the Chief Minister said that the development of society is a complex process and that it takes centuries to create an advanced society. A society can progress only through the emergence of new ideas and the modification of old concepts, resulting in the development of its scientific outlook. He highlighted the fact that Indian society has always welcomed new ideas. The Sanatan tradition has survived since time immemorial and will continue till eternity.
Swami Aryavesh from Delhi, who attended the Provincial Arya Convention and Gyan Jyoti Festival, praised the schemes of the Chhattisgarh Government in his address and said that the Gauthan scheme has helped in the conservation of cattle and also secured employment for villagers. While praising the Chief Minister Mr. Bhupesh Baghel, Swami Aryavesh said that the Ram Van Gaman Tourism Circuit is a commendable project launched by the state government.

Chief Minister Shri Bhupesh Baghel on Friday announced that the state government will request the central government to provide housing to new beneficiaries who have been enrolled under the Pradhan Mantri Awas Yojana-Gramin in the last ten years. If permission is not granted by the central government, the state government will formulate its own plans to provide housing for these new beneficiaries.
Chief Minister made these statements during a programme held today at his residence office, where he virtually released the third instalment of the Unemployment Allowance Scheme and transferred funds to beneficiaries of the Pradhan Mantri Awas Yojana-Gramin.
Addressing the programme, Chief Minister emphasized the state government's commitment to maximizing employment and self-employment opportunities for the youth in the state. To achieve this goal, the government is actively recruiting a large number of candidates for government jobs and also providing unemployment allowances to offer financial support to the youth. Furthermore, the government is offering skill development training to equip the youth with the necessary skills for employment and self-employment. Simultaneously, efforts are underway to connect the trained youth with suitable employment opportunities.
During the programme, the Chief Minister disbursed an amount of Rs 31 crore 69 lakh 60 thousand as the third instalment of the unemployment allowance to the accounts of 1,16,737 beneficiaries under the Unemployment Allowance Scheme. Additionally, he transferred an amount of Rs 151 crore to the accounts of 49,157 beneficiaries under the Pradhan Mantri Awas Yojana-Gramin. Combining the three instalments of the unemployment allowance for the months of April and June, a total amount of Rs 80 crore 64 lakh 25 thousand has been disbursed to the beneficiaries' accounts thus far. Today, three months' worth of unemployment allowance was transferred to 1,600 remaining beneficiaries from April, and two months' worth was provided to 6,847 remaining beneficiaries from May.
During the programme, the Chief Minister personally handed out offer letters to 25 trained beneficiaries of the Unemployment Allowance Scheme. Similarly, offer letters were also given at the district level to 738 eligible youths for the unemployment allowance and 810 youths who have received skill development training but are not currently receiving the unemployment allowance.
Chief Minister further stated that Efforts are underway to connect trained youth with employment opportunities. More than 4,000 youth in the state have received skill development training and have been linked with self-employment or employment within the last three months. Addressing the beneficiaries receiving the unemployment allowance, Chief Minister said "I would be happy when these youth receiving the allowance are eventually connected to employment. The aim of this scheme is to provide economic stability to the youth."
Encouraging the youth, he said "If they set goals for themselves, they can achieve them. The previous government distributed Rs 98 crore as unemployment allowances over a period of 13-14 years. In just three months, we have disbursed an amount of Rs 80.64 crore as unemployment allowances."
Chief Minister stated that under the Pradhan Mantri Awas Yojana-Gramin, the state has approved housing for 11,76,147 beneficiaries. An amount of Rs 5,117 crore has been allocated from the state's funds to fulfil this commitment. The state government is making consistent efforts to provide pucca houses to all those in need. He informed that today, under this scheme, 22,126 beneficiaries were given Rs 55 crore as the first instalment, 12,455 beneficiaries received Rs 55 crore as the second instalment, 7,477 beneficiaries received Rs 31 crore as the third instalment, and 7,099 beneficiaries received an amount of Rs 10 crore as the fourth instalment. He added that today, under this scheme, a total amount of Rs 151 crore was transferred to the accounts of 49,157 beneficiaries based on the progress of housing construction. He also shared that in the past four and a half years, 3,87,915 housing units have been approved under this scheme.
Chief Minister mentioned that housing beneficiaries have been approved based on the 2011 census, despite the current year being 2023. Over the span of 10 years, numerous new beneficiaries have been included in this scheme. During his state-wide tour as a part of his 'Bhent-Mulakat Abhiyan', many beneficiaries expressed their housing demands. To address the needs of these new beneficiaries, we have started conducting a socio-economic survey since April 1, and data analysis is currently underway. Using the findings of this survey, the state government will urge the central government to provide housing to these new beneficiaries. In the event that this doesn't happen, the Chhattisgarh government will develop its own plan to provide housing for these beneficiaries. The Chief Minister emphasized the state government's commitment to 'Gadhbo Nava Chhattisgarh', with schemes implemented to benefit all sections of society.
Minister of Sports and Youth Welfare, Shri Umesh Patel, stated that the objective of Chief Minister Shri Bhupesh Baghel's initiative is to provide financial assistance to the youth and connect them with employment. The goal is to empower the youth to become self-reliant with the help of this financial support given under the scheme. Additional Chief Secretary Shri Subrat Sahoo provided information about the Pradhan Mantri Awas Yojana-Gramin. The funds of this scheme are directly transferred to the beneficiaries accounts. Dr Alok Shukla, Principal Secretary of the Skill Development and Technical Education Department, shared detailed information regarding the progress of the unemployment allowance scheme.

Chhattisgarh government is gearing up to take strict measures against vehicles that do not have fitness, tax, and proper documents. The preparation for implementing the ANPR (Automatic Number Plate Recognition) e-detection system on various routes in the state has been completed. This system will enable automatic fines for vehicles without fitness and tax when they pass through the roads. The inauguration of this system will take place at the earliest.
Under the guidance of Chief Minister Shri Bhupesh Baghel and Transport Minister Shri Mohammad Akbar, the implementation of transportation facilities in the state is being carried out smoothly according to their directions. In light of the high number of fatalities in road accidents, the Chief Minister instructed to take appropriate action to reduce such incidents in the state. One of the major causes of road accidents is the heavy vehicles plying on roads without fitness certificates. To reduce the number of accidents caused by unfit vehicles, the Transport Department in the state is installing ANPR cameras on various routes, which will automatically detect and issue fines for vehicles without fitness and tax.
According to the information received from the Transport Department, ANPR cameras have been installed at a total of nine locations on various routes in Chhattisgarh in the first phase to track vehicles. These cameras have been integrated with the vehicle software and e-detection system of the Transport Department. The first phase of implementing the ANPR e-detection system has been initiated at the following locations including Mahasamund Basna Padampur Road, Saraipali Sarangarh Road, Jairam Nagar Masturi Road, Raipur Abhanpur Bharengabhata, Pathalgaon Ambikapur Road, Dongargarh Rajnandgaon Road, Raigarh Tendubhata, Raigarh Saria, and Nagri Road. Furthermore, efforts have begun to collect data from mining and industrial areas using ANPR cameras, and soon the Transport Department will start receiving records of vehicles passing through these locations through the ANPR system.
In this system, vehicle information will be obtained through the Automatic Number Plate Recognition (ANPR) camera, and when a vehicle passes through the road, its images will be captured. If a vehicle does not possess the required legal documents, its record will be retrieved from the database, and an automatic e-challan will be generated through the e-detection portal. The challan will be sent to the mobile of the vehicle owner via SMS, and until the owner pays the fine, all works related to that vehicle will be restricted in all RTO offices.
Transport Secretary Shri S. Prakash has appealed to vehicle owners to ensure that all necessary documents of their vehicles are up to date. Having all the documents complete is essential for the safety of the vehicle owners and other people.
Transport Commissioner Shri Dipanshu Kabra has appealed to vehicle owners to keep their vehicle documents updated to avoid fines for fitness, tax, insurance, and Pollution Under Control (PUC). Following the recommendation of the Supreme Court Committee on Road Safety (SCCORS), the government has made the policy decision to implement e-detection. Recently, Shri Sanjay Mittal, the Secretary of the Supreme Court Committee, visited some districts and reviewed the corrective measures taken to reduce road accidents in the state. He issued directives to penalize vehicles operating without fitness and insurance.
It is mandatory to have valid documents such as tax payment, registration certificate, fitness certificate, permit (for commercial vehicles), insurance, and Pollution Under Control (PUC) certificate. Additionally, all vehicle drivers must possess a valid driving license. Fitness and a permit are not required for personal vehicles.
Based on sample data, it has been observed that a significant number of vehicles are being operated without valid documents. Specifically, heavy goods vehicles, which are required to have fitness certificates, are being found in operation without the necessary fitness certification and without paying taxes. These vehicles not only increase the probability of road accidents but also give rise to issues during insurance claims.
Mukhyamantri School Jatan Yojana : 1365 school buildings are being renovated in Bilaspur

Chhattisgarh Government has launched the 'Mukhyamantri School Jatan Yojana' with the aim of developing high-quality infrastructure in schools across the state. Under this scheme, a total of 1365 schools in the district are currently undergoing renovations. This scheme, launched as per the directions of Chief Minister Shri Bhupesh Baghel, aims to create a better learning environment for children by improving the condition of these schools.
With the guidance of Collector Shri Saurabh Kumar, the renovation work on school buildings is progressing steadily. The transformation of these 1365 schools is being carried out at a cost of Rs 74 crores, 74 lakhs, and 59 thousand. The renovation work includes roof repairs, wall painting, toilet refurbishment, and overall beautification. The school buildings are being painted using natural cow dung paint, making them visually attractive.
The schools where the renovation work has been completed now have a completely new look. These schools will provide a conducive environment for students to learn. The villagers in the areas where the renovation work has been finished expressed their heartfelt gratitude to Chief Minister Shri Bhupesh Baghel, stating that this scheme will improve school infrastructure and enable students to receive a quality education.

On the initiative of Chief Minister Mr. Bhupesh Baghel, the World Bank has sanctioned an amount of Rs 2460 crore to improve quality of education and infrastructure in the schools of Chhattisgarh and to encourage science and commerce education at the higher secondary level. Nearly 40 lakh students coming from poor and weaker sections of the society will be benefited from this project.
It is noteworthy that Swami Atmanand English and Hindi medium Schools have been opened in the state to provide quality education to the students of underprivileged communities. In addition, many innovative initiatives are also being taken in the field of education. The Chhattisgarh Accelerated Learning for a Knowledge Economy Operation (CHALK) project has been commenced with the aim to improve access to education across all grades, and to address the growing demand for science and commerce studies at the senior secondary level. Under this project, residential facilities for students and teachers will be provided for the schools in remote locations.
Now with the amount sanctioned by the World Bank, this project aimed at providing housing, increasing the enrollment rate of students in schools, improving the quality education and promoting science and commerce education in secondary schools of the state, to increase the number of science and mathematics teachers, to strengthen the necessary infrastructure in laboratories, and to provide accomodation facilities to the students coming from remote areas to study will be be implemented.
600 model schools to be developed and operated in the state
This World Bank project will help develop and operate about 600 model schools from class 1 to 12 and encourage science and commerce education at the secondary level. Trained teachers, strong leadership and adequate infrastructure for learning management will be provided in the schools. The project will help in compensating the learning loss during COVID-19. Under the project, teachers will be provided training to make the classroom lessons fun-learning and engaging experience for the students. This project will enhance the employability of the youngsters and also create better employment opportunities in the fast growing manufacturing and service sectors in Chhattisgarh.

The Minister of Transport, Housing and Environment, Forest, and Law, Mr. Mohammad Akbar, said that the Chhattisgarh Government, under the leadership of Chief Minister Mr. Bhupesh Baghel, is laying emphasis on the upliftment and development of all sections of society. Funds are being allocated for the construction of buildings. The government is also allotting land for the organization and advancement of society.
He said that the Government of Chhattisgarh has launched schemes for the welfare of the impoverished, farmers, and laborers. Gauthans have been developed to serve cows and provide employment to women’s self-help groups. The purchase of cow dung has led to economic development, bestowing a new identity on Chhattisgarh at the national level. Mr. Akbar was addressing the villagers during the Bhent Mulaqat program held in Paligudha and Sonpuri villages in the Kawardha development block yesterday.
Cabinet Minister Mr. Mohammad Akbar participated in the Bhent Mulaqat and Janchaupal programs organized in Paligudha and Sonpur villages. While holding discussions with the villagers, he interacted directly with the farmers, landless laborers, and women. He also sought suggestions from the villagers on the subject of the development of the village. He received feedback on the flagship schemes of the state government. The Sarpanch of the concerned Village Panchayat and public representatives were also present on the occasion.
Cabinet Minister Mr. Akbar said that the purpose of his visit to the Village Panchayats is to ensure that the villagers are reaping the benefits of the public welfare schemes of the government. In the event of any problem in the implementation of the schemes, it has to be resolved so that people are not deprived of the schemes’ benefits. During his interaction with the public, Cabinet Minister Mr. Akbar provided detailed information about the ambitious schemes of the government. He added that the government is working continuously for the development of the district.
Cabinet Minister Mr. Akbar said that earthen lamps, decorative items, manure, and natural paint are being prepared from cow dung. Natural paint is used in school buildings, and women associated with self-help groups are securing employment through livelihood-oriented activities. He talked about the annual provision of Rs. 7 thousand under the Rajiv Gandhi Bhumiheen Gramin Krishi Majdoor Nyay Yojana and the purchase of minor forest produce from forest dwellers at a higher price and quantity. He highlighted the government’s contribution to the promotion of the state’s culture through the Ram Van Gaman Tourism Circuit, Ghotul, and the National Tribal Dance Festival. Sharing information about the healthcare facilities for the free treatment of impoverished people, he said that up to Rs. 20 lakh is provided for the treatment of serious diseases under the Mukhyamantri Vishesh Swasthya Sahayata Yojana. Malnourished children are provided with nutritional food under the Mukhyamantri Suposhan Yojana.

Marking the beginning of new academic session, state-level Shala Praveshotsav program was organized today at Prof JN Pandey Government Multipurpose Higher Secondary School of Excellence in Raipur, where Chief Minister Mr. Bhupesh Baghel welcomed the new students to the school with 'Tilak', sweets and garlands. He also distributed text books, notebooks, school bags and uniforms to the children on this occasion.
In his address to the program, Chief Minister said that consolidated efforts of our government has brought uniformity in the level of education across the state. From Sukma to Jashpur, good school buildings, Swami Atmanand School and teachers have been made available for providing quality education to the children. Today, the kindergartens and English medium schools opened by the government have the facilities at par with the private schools.
Mr. Baghel said that once he visited RD Tiwari School and found only 56 students enrolled there. But after Swami Atmanand School was opened here, the number of enrolled students here has increased to more than a thousand. The dedicated and consistent efforts of the State Government has significantly improved the quality of education across the state. Earlier, people used to compete for getting admission in major private schools in hope of better education, but now the quality education of Swami Atmanand Schools of the government has become the go-to choice for parents and guardians for their children's education. Applications for admission are flooding in at Swami Atmanand Schools. But we have decided that admission will be provided here as per rules, so that everyone gets equal opportunity to avail quality education. Chief Minister Mr. Baghel informed that currently 377 English medium and 350 Hindi medium schools are being run in the state as Swami Atmanand Utkrisht Vidyalaya.
Chief Minister spoke about the terrible state of school buildings and education in naxalite areas until a few years ago. Mr. Baghel said that the state government has renovated and constructed school buildings in Naxalite areas and reopened the ones that were shut down for years. He said that to meet the requirement of trained teachers for better education in schools, the state government has started the recruitment of teachers for the first time after the formation of the state. In the first phase, 10 thousand 834 teachers have been appointed in schools after issuing advertisements for 14 thousand 580 posts. In the second phase, 12 thousand 489 teachers are being appointed.
Chief Minister gave tips to the students
On the occasion of Shala Praveshotsav today, Chief Minister Mr. Bhupesh Baghel gave tips to the students on how to make the most of their student life. He emphasized on the importance of discipline and the value of time. He advised the students to wake up early in the morning and to prioritize studies in their daily routine. He advised the students to learn with focus in the classes, read the syllabus taught by the teacher with interest and also add sports activities in the daily routine to stay healthy. Keep in mind that every aspect of life is important, but discipline is paramount.
Later, Chief Minister observed the exhibition put up by the children. He distributed bicycles to the girl students of class 9th under Saraswati Cycle Yojana. The girl students greeted the Chief Minister by ringing the bell. Mr. Baghel also released a booklet based on Prof J.N. Pandey Government Multipurpose Higher Secondary School of Excellence.

When Tripti Jagat, a student of Prof. JN Pandey Atmanand School stood up to express her views, she was a little hesitant while sharing her thoughts in front of everyone. Chief Minister affectionately said, "Dear, everyone here is like family, so speak without any hesitation." Soon after hearing Chief Minister's words, all her hesitation vanished. She explained that she had enrolled in this school due to its high standard of education, and she is truly enjoying her time here. Shri Baghel heaped praise on the student saying "You express yourself so well. Well done!"

Chief Minister mentioned that considering the summer season and the children's health, the government decided to open schools from June 26. Prior to the Shala Pravesh Utsav, the monsoon had already begun in the state. With the showers of rain, the new academic session commenced, he said.

Surbhi Sahu, an eighth-grade student studying at Swami Atmanand BP Pujari School, expressed that the establishment of Swami Atmanand School has provided economically disadvantaged and talented children with an opportunity for quality English education. Sukma district has witnessed significant development over the past four years with extensive infrastructure projects. Strengthening education, healthcare, and road networks has boosted the region's progress while enhancing security measures. Once plagued by nighttime fears, people now travel freely without apprehension. During the virtual inauguration and bhumipoojan ceremony, Chief Minister Mr.Bhupesh Baghel lauded the achievements and highlighted Konta, the Sukma's gateway to enter Chhattisgarh, as the first legislative upon entering Chhattisgarh from South India. He expressed gratitude for the collective efforts in planning and executing the district's development, noting the evident positive transformation. He shared that the state government has approved the demands of Mr.Lakhma for this region and has also laid the foundation stone and performed bhumipoojan for various development projects. The Chief Minister's commitment to sorting various issues, including the recruitment of Bastar fighters and ensuring fair rates for Tendupatta collectors, reflects their comprehensive approach to governance.
During the program, Commerce and Industry Minister Mr. Kawasi Lakhma highlighted the significant infrastructure development achieved in the state under the leadership of the Chief Minister in the past four and a half years. The state government's initiatives included loan waivers and fair prices for farmers' paddy, along with a decision to purchase 20 quintals of paddy per acre. Notably, Sukma district recorded a collection of Tendupatta worth Rs. 50 crore 27 lakh this year, greatly benefiting the forest-dwelling communities in the area.
During the program, Bastar MP Mr. Deepak Baij praised the Chief Minister for consistently approving and fulfilling the development plans for Bastar, leading to comprehensive progress in the region. The remarkable development initiatives in Bastar have garnered recognition for the district both nationally and internationally, establishing its unique identity. President of District Panchayat Mr. Harish Kawasi also addressed the program, expressing his views. Collector Mr. Harish S provided a comprehensive overview of the inaugurated projects and foundation stone laying activities. Additionally, Sukma Collector Mr. Harish S presented a detailed report on the Chief Minister's initiatives worth Rs. 303.67 crore in the Sukma district, highlighting their significance and impact on the region.
Chief Minister announced a slew of development projects for Bastar:
During the program, the Chief Minister made several important announcements for the development of the Sukma district. These included plans for a sports complex in the district headquarters, upgrading the sub-health centre in Bhejji to a primary health centre, and approving the construction of a building for the primary health centre in Kistaram. Additionally, the Chief Minister announced the construction of 28 primary school buildings in the Konta development block, a central library, and a youth hostel for both boys and girls. A 100-seater ashram building was also planned for Bodko and Mankapal. The operation of the Chhindgarh Water Supply Scheme through the Public Health Engineering Department and the approval of a B.Ed./D.Ed College in Sukma was also part of the announcements. The Chief Minister allocated funds of Rs 6 crore for the construction of the Sukma bus stand and Rs 4 crore for the Dornapal bus stand. Furthermore, the construction of the Kundanpal pre-matric children's hostel, the construction of the children's ashram in Dabbakonta, and the establishment of a new high school in Kistaram were also approved.

As per the instructions of Transport Minister Mr. Mohammad Akbar, Transport Department has dissolved the mandate of applicant appearing in person at the RTO office for renewal of driving license, change of address in driving license, damage to driving license card, surrender of driving license. The department has come up with innovative technical solution to the problem. The applications for these services will be automatically approved by the software based on Aadhaar authentication, and as a result the applicant will no longer need to visit RTO office for verification and approval. The applicant will receive the notification about the approval through SMS, and the next day, driving license will be dispatched to the applicant's given address via speed post.
Transport Secretary Mr. Prakash said that to simplify the process of renewal of driving license of different types of vehicles in the state, change of address in driving license, damage of driving license card, surrender of driving license, Transport Department has taken the initiative of issuing QR code based driving licenses in the new format using latest technology. As a result, the applicants no longer have to visit RTO office for these 06 driving license-related services. Through Aadhaar authentication general public can avail these 06 services from the comfort of their home or through Transport Facilitation Center.
Transport Commissioner Mr. Dipanshu Kabra said that the facilities provided to the public through Transport Suvidha Kendras are being expanded. Now people can get their driving license renewed, get the address on driving license changed, get their damaged driving license replaced from the comfort of their home, they will not be required to come all the way to the transport office to surrender the driving license. He said that the compulsion to visit the transport office to obtain the extract of driving license for legal purposes and to surrender the driving license of any category of vehicle has been dissolved. These services can be easily availed through Transport Facilitation Center as well. Until recently, people had to apply online for these facilities and upload all the documents and pay the fees online, after which they were required to visit RTO office for verification of the documents by the office staff. Now the Transport Department has simplified this process by providing auto approval through aadhaar authentication.
Transport Commissioner further said that this facility of approval through Aadhaar authentication was also provided earlier as well, under which the applicants did not have to come to the RTO office, if the application was authenticated through Aadhaar. But even in such Aadhaar authenticated cases, verification was done by the RTO staff and approval was given by the RTO. In the data analysis, it was found that even after Aadhaar authentication, the applications were withheld in the RTO office, delaying the process of verification and approval. To rectify this issue and for the convenience of the applicants, the Transport Department has introduced this auto-approval through aadhaar authentication system.
Use of software for aadhaar authentication and approval of the applications has eliminated the requirement of RTO staff verification and RTO approval. This new system has minimized the human intervention and expedited the process of driving license issuance. Applicants receive SMS and Whatsapp notification upon approval and the next day the driving license is sent through speed post to the given address. The SMS and Whatsapp notification will contain the details of the Driving License and Tracking ID of the Speed Post.
The Transport Commissioner also said that it is mandatory for the applicant to have Aadhaar card and driving license to avail the facility of auto approval through Aadhaar authentication. To link the Aadhaar information to the driving license, Aadhaar authentication can be done by the applicant through OTP or it can be done through biometrics at any nearest transport department facility. Application through under Aadhaar Authentication will save the applicant from the labour of uploading all the documents, as the required information will be received from Aadhaar.
In cases where the age of the applicant is more than 40 years, the applicant will have to produce a medical certificate in Form 1A from a MBBS doctor registered in the Transport Department. The complete process of issuing medical certificate will also be online. In this, direct entry is made by the doctor in the portal of the transport department and no physical paper is required.
