Request for early release of Rs 1016 crore for first 3 months wages of MNREGA

Payment of 484 crore rupees pending under MNREGA: Payment of pending wages urgently required in this time of crisis

 Raipur, 03 April 2020 / Chief Minister Mr. Bhupesh Baghel wrote a letter to the Prime Minister Mr. Narendra Modi requesting him to release the first 3 months wages of Rs. 1016 crore, for financial year 2020-21, under the Mahatma Gandhi National Rural Employment Guarantee Scheme from the Centre, at the earliest.

 Chief Minister Mr. Baghel has stated in the letter that Mahatma Gandhi National Rural Employment Guarantee Scheme is an important component of rural economy.  89.20 lakh labourersof 39 lakh 56 thousand families are registered under this scheme in Chhattisgarh. 66 lakh 5 thousand workers of 32 lakh 82 thousand families actively get employment through the scheme.  At the beginning of March 2020, about 12 lakh workers in the state were working under the scheme every day.  Due to the precautionary measures undertaken for last 10 days to prevent corona virus infection, the number of workers has significantly decreased.

Chief Minister said that the State Government, while ensuring all necessary measures to prevent corona virus, has instructed the District Program Coordinators to approve livelihood promotion and people oriented works that does not require gathering of a large number of workers at one place. This step has been taken to provide employment to the labourers so as to secure their means of livelihood.

 Chief Minister said that the main reason why workers are not showing up at work is the delayed payment of wages under the scheme. He apprised the Prime Minister that at present, payment of wages worth Rs 484 crore is pending in Chhattisgarh under this scheme.  In these adverse circumstances, payment of pending wages is urgently required.  

Also, in order to ensure time-bound wage payment in the coming months, the approved labor budget of 1016 crore rupees for 534.73 lakh human-days wages,  at the prescribed wage rate of 190 rupees/day, for the first quarter of the financial year 2020-21, has been requested to be released for the state at the earliest.

BEIJING-- Chinese State Councilor and Foreign Minister Wang Yi spoke with Ukrainian Foreign Minister Dmytro Kuleba on deepening the two countries' cooperation to combat COVID-19 in a phone conversation on Wednesday.

When China was at its hardest moment in the fight against the COVID-19 epidemic, Ukrainian President Volodymyr Zelensky expressed his sympathy in a letter to Chinese President Xi Jinping, and all sectors of the Ukrainian society expressed their support to the Chinese people in various ways, Wang said.

Now that Ukraine is also facing the threat of the virus, China is ready to assist Ukraine in medical supplies within its capacity and share experience on COVID-19 prevention and control without reservation, he added.

Stressing the strategic partnership between the two countries, Wang said China is ready to further deepen its cooperation with Ukraine on co-building the Belt and Road, and turn the potential of cooperation between the two sides into practical results.

There are about 4,000 Chinese nationals working, studying and living in Ukraine, Wang said, adding that he hopes and believes that the Ukrainian side will provide necessary support and help to them and guarantee their health and safety.

Wang said the pandemic is a global challenge that needs joint response from the international society. As a responsible country, China has been sharing information with other countries and carrying out international cooperation in an open and transparent manner from the outset, he said.

Now upholding the vision of a community with a shared future for mankind, China has provided necessary assistance such as medical supplies to more than 100 countries in need, and contributed to safeguarding global public health, Wang said.

Any attempt to slander China's anti-epidemic efforts is groundless and untenable, said the Chinese foreign minister.

Kuleba said that China has become a model of effectively dealing with the virus, adding that against the backdrop of the pandemic sweeping across the world, countries can only overcome the difficulties together through united efforts.

Some politicians have smeared China for their own purposes, and their remarks are utterly groundless, said the Ukrainian foreign minister.

Kuleba expressed his sincere gratitude to China for actively providing Ukraine with anti-epidemic supplies, saying his country is willing to learn from China's experience and continue to deepen exchanges and cooperation with China so as to jointly combat the epidemic.

The Ukrainian government attaches great importance to the development of relations with China and is willing to push for further development of the two sides' strategic partnership, Kuleba said, adding that Ukraine will do its utmost to guarantee the health and safety of Chinese nationals in Ukraine.

A video did the rounds on Thursday whe residents of a society in Indire were seen hurling stones at healthcare officials. According to a Hindustan Times report, two doctors were injured in the incident that took place at Tatpatti Bhakal.

According to that report that quoted health department officials, the incident took place when workers sought to take an elderly woman to hospital for her medical examination as she was said to have come in contact with a Covid-19 positive patient.

Indore chief medical and health officer (CMHO) Dr Pravin Jadia said that the medical personnel were working to protect people from the coronavirus infection, but they were pelted with stones. "Two women doctors suffered injuries on their legs in the incident. They somehow protected themselves by hiding inside the vehicle of tehsildar,"the CMHO said.

According to a report in Dainik Bhaskar, quoting a woman from the health department, the police received information that someone who was COVID-19-positive lived in the locality. A medical team was immediately dispatched. However, the residents turned hostile, with some of them covering their faces with handkerchiefs and shouting. Before the medical team could understand what was going on, they were attacked.

The interview was, however, done on October 29, according to the video, so neither Kamra nor Surya were violating any lockdown rules.

In fact, a few days after the interview, both Kamra and Surya engaged in banter on Twitter

In a video clip tagged along with the tweet, Yediyurappa also urged in Kannada all his cabinet colleagues, ruling BJP Legislators, officials and citizens to liberally contribute to the relief fund to fight the infectious disease.

"I also appeal to the citizens to contribute in whatever capacity to help the state in fighting the coronavirus outbreak," said Yediyurappa in the tweet.

Delhi Deputy Chief Minister Manish Sisodia on Wednesday said that a total of 2,361 people have been brought out from Markaz, Nizamuddin in a joint operation by authorities which lasted 36 hours.

"In the last 36 hours, we have run a very extensive operation in coordination with medical authorities, police, DTC, and others which went on till 4 am today. A total of 2,361 have been brought out from there, out of those 617 have been sent to hospitals while the rest have been sent to different quarantine facilities," Sisodia told ANI here.

A huge religious gathering was held at the Markaz building in Nizamuddin between March 13-15 violating lockdown conditions. On Tuesday, after 24 people who attended the Markaz event in Nizamuddin were tested positive for coronavirus.

"I thank the administration and medical teams and all others who took part in this operation despite knowing that COVID-19 positive cases might be present there," he added.

The Deputy CM further said a list of phone numbers of all the people brought out from the spot has been handed over to the police and the cyber cell will trace the people they contacted over the past few days.

Urging others who attended the event at Markaz in March to come forward and approach the health authorities on their own, Sisodia said, "All of you should come forward and report to the health authorities. If you try to hide your illness from the administration then action will be taken against you." An FIR has been registered against Tablighi Jamaat head Maulana Saad and others under the Epidemic Disease Act 1897.

People rushed to markets here to buy essentials after the lockdown imposed in the backdrop of COVID-19 outbreak was relaxed for a few hours on Tuesday.

The lockdown was relaxed from 6 am to 3 pm and people were seen practicing the rule of social distancing by queuing properly and wearing masks.

A 21-day nationwide lockdown was announced by Prime Minister Narendra Modi last week in order to contain the spread of novel coronavirus.

The total number of coronavirus cases in India climbed to 1397 on Tuesday after 146 new infections were reported in the past 24 hours across the country.

The death toll due to the COVID-19 rose to 35 while 123 cases were cured or discharged after treatment, the Ministry of Health and Family Welfare said.

Retired Supreme Court judge Markandey Katju on Wednesday issued a clarification on his earlier Facebook post where he had said that if Bihar government hospital doctors refused to work due to lack of personal protective equipment (PPE) to avoid coronavirus infection, what will happen to their Hippocratic Oath.

Taking to Facebook, Markandey Katju wrote, "Many people have criticised me for my previous FB post. So let me clarify. I never said that the demand of doctors for PPE (personal protective equipment) in view of the coronavirus danger is unjustified."

"My question is: should doctors refuse to treat patients with infectious diseases until provided PPE ? There are numerous infectious diseases in the world. Should doctors refuse to treat patients infected by them until given PPE for fear that they may themselves be infected ? In my opinion the correct answer can only be in the negative," he further added.


The retired Supreme Court judge also said that hospitals should provide PPE to doctors. "It is true that the authorities should provide PPE to doctors. But what if they don’t? Should doctors violate their Hippocratic Oath in this situation and refuse to treat infected patients?" he wrote.

Markandey Katju also said that doctors are endangering themselves, but they should follow the message of Lord Krishna in the Gita and do their duty regardless of the consequences.

On Wednesday, Markandey Katju had written a Facebook post in which he said that many doctors in government hospitals in Bihar have refused to work in their hospitals unless they are provided with personal protective equipment to avoid corona virus infection.


He further wrote that there are many infectious diseases, but if doctors ignore their sacred duty of treating the sick just because they themselves may get infected, what will happen to their Hippocratic oath.

Earlier on March 17, Markandey Katju slammed former Chief Justice of India (CJI) Ranjan Gogoi for his Rajya Sabha nomination.

Katju on Twitter lashed out at Gogoi by calling him a 'sexual pervert'. He wrote, "I have been a lawyer for 20 years and a judge for another 20. I have known many good judges and many bad judges. But I have never known any judge in the Indian judiciary as shameless and disgraceful as this sexual pervert Ranjan Gogoi. There was hardly any vice which was not in this man."

On Wednesday, Pune district collector Naval Kishore Ram said that over 130 people from Pune attended Nizamuddin Markaz event in Delhi.

The Pune district collector also said that all 60 have been put under quarantine in connection and authorities are tracing others. "The total number of people from Pune who attended the event at Nizamuddin Markaz in Delhi is more than 130. Many of them are either not in Pune or are untraceable. The search for them is underway," Naval Kishore Ram said.
