Lokvani (Your talk - with Chief Minister Mr. Bhupesh Baghel) Broadcast date: Raipur, April 11, 2021

Topic - 'New budget - new goals'

- Greetings to all the listeners, Jai Johar.
Friends, today Lokvani is the seventeenth place of the program, that is, the seventeenth episode is being broadcast.
On this occasion, the honorable Chief Minister, Mr. Bhupesh Baghel ji and all of you, the audience, are warmly welcomed.
Honorable Chief Minister's reply
- Sian Mana, Dai Mana, Didi Mana, Daughter-Son, Sabbo-Sangwari Mana La More Dahar Le Jai Johar. Due to the support of your mind, we are a folk voice because of the simple edge.
- Take a medium and you will be able to listen to the song and become a mola and you will get inspiration to do something new. Thank you, thank you.
- Honorable Chief Minister, this broadcast of Lokvani is taking place in such a difficult time that on one hand our Naxalite attack in remote Bijapur district has caused a lot of damage. On the other hand, due to the second wave of Corona, the situation has become challenging in Chhattisgarh like the country and the world. You should first consider your views on these challenges.
Honorable Chief Minister's reply
- Certainly the incident of Naxalite violence in Bijapur is very unfortunate.
CRPF and our companions of the State Police Force have been casualties in this incident.
- I pay my respectful reverence to the brave soldiers who have been martyred on my behalf and on behalf of 2 crore 80 lakh people of the state.
- Our security forces fought the Naxalites with great bravery and gained heroic momentum. I pray to God for the peace of the souls of the immortal martyrs. May God grant their families the power to bear this deep sorrow.
- It is our resolve that the sacrifice of these immortal martyrs will not go in vain. The decisive campaign will be continued with the help of the Government of India to liberate Chhattisgarh from Naxalism.
- When I met the injured soldiers who saw this incident with my own eyes and confronted me, I saw a spark of confidence in their eyes. I want to tell that despite this incident, the courage of our brave soldiers has not diminished.
- I appeal to all of you to participate in the grief of the families of our brave soldiers who were martyred in Naxalite violence. The state government has taken financial assistance of 80 lakh rupees to the families of each martyr and to provide jobs to their dependents. This is a small effort to maintain the duty. I would like all of you to demonstrate solidarity towards the martyred families, privately and socially.
Certainly, Naxalite violence is against our great constitution and the feelings of democracy.
- Such a chaotic and violent ideology should not find any place in a civilized society.
- We are also fighting an ideological-political battle against it. Public development is our agenda.
Certainly, military measures are necessary to deal with Naxalite violence, but such anarchic ideology should not be tolerated at any level. We believe in Mahatma Gandhi's path of truth, non-violence and satyagraha. The democrats believe in values, principles and methods. Therefore, I want to say clearly that the Naxalite violence will be responded to in a silent manner and for this I also appeal to all of you for your cooperation and support.

- As far as the subject of the second wave of Corona or Kovid-19 is rising in the country and the world, I believe that we need great restraint, endurance, caution and strict security measures to deal with this global epidemic.
All the arrangements have been made by the state government to run the investigation, treatment, vaccination and awareness campaign to counter the situation.
- But this is not just a matter of achieving success on the basis of resources and law and order. Everyone needs to understand very closely how the corona virus spreads. How can it be controlled? By taking precautions, not only the person but also his family and many people who come in contact with him become a victim of corona infection.
- So I appeal to all of you to stay at home as much as possible.
- Provide support in the way in which efforts are being made by the district administration in different districts.
- Completely follow public and private security measures.
According to eligibility, do not confuse any kind of vaccination.
- Be absolutely clear that vaccination is a safe measure and everyone is compulsorily vaccinated according to eligibility. Those who have taken the first dose, take care of the second dose and in any case do not disregard the second dose.
- Vaccination reduces the intensity and damage of infection, but to remain healthy, keep the safety measures in place even after applying the vaccine. Masking, washing hands frequently with soap-water, cleaning hands with a sanitizer, using vitamin-C, vitamin-D, zinc, gargling hot water, steaming in consultation with doctors to enhance your personal immunity Etc. Keep taking measures.
- Avoid going into the crowd, that is, follow the physical distancing rules.
- After consultation with the leading people, experts of various societies and organizations, the district administration is proceeding to the lockdown in their respective districts. Whatever measures are being taken by the district administration according to local conditions. They are all for your protection. Take all these measures with full sincerity.
- In the past, you have seen that the corona infection had reduced to a great extent by adopting your cooperation and security measures. Together, if we all take safety measures with utmost seriousness, then we can get rid of the corona again.
- This is not the time to spread panic or misinformation by any means, but to serve humanity wisely. You can do this work better by taking care of yourself. I am sure that you will get full support.
- The subject was kept for this seventeenth episode of Honorable Chief Minister, Lokvani - 'New Budget - New Goals'.
- Many of our listeners are associated with this program, who had heard your budget speech, read it, but want to calm their curiosities. Let's hear some thoughts-
- Sir, I am speaking Kailash Yadav from Narmada-Dham Sulusili, District-Balod. Which is the new budget of this year. Keeping in view the goal of all classes, the Chief Minister Dharsa Yojana will be launched to connect the fields to the roads. For the convenience of Kisan Bhai, 5 tehsil 5 SDM offices will be opened. For higher education for the youth, 3 medical colleges, 6 new colleges and a special police force will be formed in all the districts of Bastar division in the name of Bastar Tiger. Women and guards will be recruited in the hostel ashrams for the convenience of women and hostels. The honorarium of sanitation will be increased from 5000 to 6000. Fisheries will get the status of agriculture. Hearty congratulations to Hon'ble Chief Minister with this type of announcement.
- My name is Toran Sahu, I am from Rajan Vidhan Sabha Gram Aran and my question to the minister is that the scheme has been brought. Now it has been presented in the budget that the landless families will also be given the amount under the justice scheme, then through which medium it will get it in the budget which is presented.
- Speaking from Bulaki Verma, Raipur. The head of our state is Bhupesh Baghel ji Jai Jauhar Karat.
- Ever since your government has been formed in the state, since then, we have become worrying farmers and our family members. Even in the times of economic recession and Corona crisis, the way we gave financial assistance to farmers was a matter of great courage, thank you for this.
Honorable Chief Minister, even in the midst of the terrible epidemic of Corona, under the Rajiv Gandhi Kisan Nyaya Yojana, we have paid Rs. 5 thousand 628 crore in the account of 19 lakh farmers. Has paid and has won the heart and trust of the farmers by keeping the promise. In the new budget, you have made a budget provision for the Rajiv Gandhi Kisan Nyay Yojana. Please be pleased to give information about the budget provision in this regard and what further steps are being taken for the farmers.
Honorable Chief Minister's reply

- Thank you Kailash Yadav ji, Toran Sahu ji, Bulaki Verma ji.
- I am glad that many things about the budget have reached you.
- You have raised two important questions. One is about the Rajiv Gandhi Kisan Nyaya Yojana. The second is about the justice scheme of landless families.
- The objective of the Rajiv Gandhi Kisan Nyay Yojana is to empower the peasant brothers who take various crops in the state in one way or the other. In the first year we paid Rs 2500. Paddy paid at the rate of per quintal. In the second year, the support price was paid as per the rule of purchase on the support price and through the Rajiv Gandhi Kisan Nyay Yojana, about 19 lakh farmers who took crops like paddy, maize, sugarcane etc. were paid 5 thousand 628 crore.
- This year, we have purchased 92 lakh metric tonnes of paddy from 20 lakh 53 thousand farmers. Which is the biggest record of paddy procurement in the history of the state.
- This year too, we have given Rs. 5 thousand 703 crore to provide cash assistance to the farmers under the Rajiv Gandhi Kisan Nyay Yojana. Budget provision has been kept.
In addition, under the Chirag scheme, Rs. 150 crore for nutritional security and improvement in economic condition of farmers in 7 tribal dominated districts and 14 development blocks of Mungeli district. Budget provision has been kept for
- The biggest target in history to give loans without interest to farmers is 5 thousand 900 crore rupees. Debt distribution is kept. For which budget provision has been made.
- To provide subsidized and free electricity to farmers, 2 thousand 500 crore rupees. Provision of
- On the energization of irrigation pumps, about 1000 crore rupees. Will cost. 530 crore for solar pumps If there is a provision of about 35 thousand pending irrigation pump connections, the work will also be completed, in which about Rs 350 crore. Will cost.
495 crore on grant-in-aid for development of horticulture crops. Will be spent.
In this way, our government is committed to increase the income of farmers and make agriculture a profitable business. I would like the money that is being put in the pockets of farmers. He was involved in their education, health, self-reliance and prosperity.
- Many best wishes to all the peasant brothers.
The objective of the new Nyaya Yojana is to ensure regular income to the landless laborers to help the rural agriculture landless laborers. Detailed rules are being made in this regard.
- We have associated justice with the income of the needy, because only by getting a fixed income can a person's life be transformed.
- A question has also been asked about the Godhan Nyaya Yojana, so I want to tell that Rs. 2. The work of purchasing cow dung at the rate of per kg will continue.
On the purchase of cow dung, however, on behalf of the state government, we spent about Rs 90 crore. Has paid of. But I am happy to say that through Gauthan self-help groups have made about 950 crore rupees for the production and sale of vermicompost, construction of cow dung etc. Has received an income of Rs.
- Although our effort is to develop Swavlambi Gauthans rapidly, but the budget for the Gauthan scheme is Rs 175 crore. Provision has been made so that the activities of the Gothanas continue to be conducted optimally.

- A new kind of consciousness is visible in tribal and rural areas in Chhattisgarh. This is due to the communication of new life to the local resources and opportunities there. Honorable Chief Minister, let us hear about the impact and new expectations of the change that you started two years ago. Some people's thoughts-
- I am speaking from Hemant Kashyap, Jagdalpur. Honorable Chief Minister, greetings to you. Through Lokvani, the system that you have adopted to speak directly to the public, is having a very good effect. The February-March issue of your monthly magazine Chhattisgarh Janman covers a lot of detail about the change of Bastar. As a journalist, I liked that the change of Bastar has got a proper place in Janmaan Patrika.
Honorable Chief Minister, your budget of 2021-22 has once again announced a huge interest of scheduled area, tribal areas, forest areas, rural area, rural industrial park and C-Mart store are really their kind. This is a great initiative. But how will these budget plans be implemented. Apart from this, what other provisions are there in the budget for tribal areas? Please take the trouble of giving information about this.
What you have tried to calm people's curiosity about 'budget' through 'Lokvani' is commendable, thank you for this.
- Honorable Chief Minister Hello, I do business related to Minketan Rana, Mati artisan. In the budget of Chhattisgarh, artisans have been given priority, so that their livelihood can be maintained. In such a situation, what will be done for the craftsmen, thereby making their employment a means of income. Thank you. Greetings.
- Honorable Chief Minister Jai Johar. I do Gaurav Saluja fish farming business from Raigad. We are very happy to know from your budget that fisheries have been given the status of agriculture by you, so please give us guidance on what benefits you will get after getting the status of agriculture. Thank you, Honorable Chief Minister.
- Honorable Chief Minister, Regards. I am speaking from Parmeshwar Chakradhari, Bhanupratappur, Basla. I am a potter and make artefacts and pottery in clay crafts. I have heard about the formation of the Rajakkar Development Board. You have announced this in the budget and I am feeling very good to know it. I want to know from you how our society will benefit from this board and how we will get employment opportunities.
Honorable Chief Minister's reply
Hemant Kashyap ji, Minketan Rana ji, Gaurav Saluja ji, Parmeshwar Chakradhari ji.
The biggest need for change in Bastar was to return the self-respect of the people there and to get self-reliance.
- To understand the life of tribal society.
Despite all the resources around them, they were not getting the benefit of it. Which we started
Till two years ago, only 7 small forest produce were purchased at the support price. We increased it to 52.
- Tendupatta collection was said to be the main source of their income. But till the year 2018, only Rs 2500 will be paid. Wages were paid per standard bag.
- We increased it to 4 thousand per standard bag as soon as we arrived.
Very large population was denied very basic rights while rejecting claims of forest rights on a large scale. We reviewed the canceled claims and leased forest rights on a very large scale.
In this way, the process of not only tribal society but also the traditional forest dwellers getting their rights started.
- Like forests, we have also promoted traditional employment opportunities in rural areas.
Today I can say that in two years we have created such a structure, which will provide immediate assistance to the economically weaker sections including Scheduled Castes, Scheduled Tribes, OBCs. Cash in his pocket, which increases his self-reliance with his purchasing power. Also develop entrepreneurship within them.
- In our state, there is a practice of making very good items from different types of food grains, forest produce and hand art. In the form of traditional knowledge, these things are still in the public mind. To increase this, we have taken some new decisions.
- Going a step further along the lines of Pauni-Pasari scheme in urban areas, provision for establishment of rural industrial park in rural areas has been made in the new budget.

- Local agricultural products of Chhattisgarh like Dheki ka Kuta rice, Edible oil extracted from Ghani, Kodo, Kutki, all kinds of pulses crops from maize, varied forest produce like tamarind, mahua, harra, bahera, amla, honey and phuljhadu etc. and forest produce Products manufactured from and all materials like terracotta, bellmetal, bamboo crafts, leather crafts, iron crafts, Cosa silk and Chhattisgarhi cuisine will be provided for marketing under one roof. For this, a C-Mart store will be established in the state and outside the state, which will be famous as a unique Chhattisgarhi brand. Arrangements will also be made to provide higher dividends to local producers through the scheme.
During the current season, 4 lakh 74 thousand quintals of minor forest produce have been collected at a minimum support price of Rs 112 crore. According to the data released by TRIFED New Delhi, Chhattisgarh ranks first among states for purchasing minor forest produce at minimum support price.
In the new budget, we have announced that Kodo, Kutki and Ragi will be acquired in the Scheduled Areas of the state like other minor forest produce at the minimum support price.
Apart from this, 'Shaheed Mahendra Karma Tendupatta Collector Social Security Scheme' has been started to provide protection to 12 lakh 50 thousand Tendupatta collector families in the event of accidental death or accident. In the budget of 2021-22, a provision of 13 crores has been made for this.
A provision of 359 crore has been made for special centrally assisted local development programs and 170 crore for development of basic amenities in tribal areas.
- Some colleagues have also raised questions about fisheries, lac rearing, workers development board.
- I want to tell that by giving fish farming and lac farming equal status to agriculture, millions of people working in this field will get support.
Due to the status of agriculture, they can get interest-free loans and benefits of various schemes.
- We have used 95 percent of the available water areas in the state to provide better income to more than 2 lakh fishermen families. Apart from traditional fishermen, new people and youth can now make their future by joining this work.
Steps will be taken for the welfare of traditional workers through Telghani Development Board, Leather Craftsman Development Board, Iron Craftsman Development Board and Rajakkar Development Board.
- Honorable Chief Minister, let us hear about the curiosities related to the provisions that you have made in the budget for women, for health, for education, the views of some people.
- Jai Johar, Chief Minister. I am Kiranmayi Nayak, Chairperson of the State Women's Commission.
- In the socio-economic conditions of Chhattisgarh, women had to face many kinds of shortages from generation to generation. In such a situation, women members have to compromise the most while taking care of other family members. We are glad that you have taken many such decisions, one after the other, which helped women to run home and also got financial strength. You took care of the health of women in the Chief Minister's Nutrition Campaign. Regularized education workers in 2 years. From the 30 percent reservation in government jobs to the half-power bill scheme, the women of the schemes have got a lot of help. But the best thing that you have just done, in the new budget, you have taken a new initiative for financial assistance of Rs 5000 through Kaushalya Yojana, when you have a second child daughter.
Please tell us about this new scheme so that our sisters / daughters can take advantage of it. Jai Johar
- Honorable Chief Minister, Regards. I am Dr. Mahesh Sinha, President, Indian Medical Association, Chhattisgarh State. Thank you for the health provisions made in your budget and hope that whatever is provided in it will be increased. Which was expected to spread health facilities to remote areas and rural areas. Some of the Navodaya efforts you have made are very praiseworthy for taking health services to remote areas. And we hope that there will be more provisions in the budget, so that the health level and development of our state will continue to increase thanks to this.

- I am Dr. Jawahar Suri Setty, Honorable Chief Minister, this time the budget was excellent. Especially 52 English Medium Schools which are being opened and 112 more will be opened later. This is a great initiative, because the children of Chhattisgarh were believed to be not fit for jobs because of falling behind in English. At least we can separate this notion and give children a good education in English medium schools, then the best initiative will be. They can also be better prepared for employment. The second is that the initiative of a separate college for the empowerment of women is excellent. Something you guys have thought about women. Thirdly, the employment opportunities that will be available to the youth, which is provided in this budget, and the provision of skill up gradation is also the best initiative according to the preparation of the new education policy. Just wanted to know from you about how we can continue them. Thank you.
Honorable Chief Minister's reply
- Thank you Kiranmayi ji. You have asked about the Kaushalya Maternity Scheme.
- I want to tell that all the eligible beneficiaries in the social and economic census will get the benefit of this scheme.
We have seen that if the first child is a son / daughter, then there is a plan for that. But there was no such plan to encourage the birth of daughters when the second child was a daughter. So we made a plan in the name of Mata Kaushalya. The scheme was named after Chhattisgarh commemorating the unbreakable relationship between Lord Rama and Mata Kaushalya. About 24 thousand maternity sisters will benefit from this scheme in about a year.
- Dr. Mahesh Sinha ji has discussed the budget provisions of the health sector.
- Doctor Sir, I want to tell you that our entire emphasis is on upgrading health centers in urban and rural areas. There is development of modern facilities. Not only this, we are bringing 4 medical colleges in the government sector.
- 3 medical colleges will be opened in Kanker, Korba and Mahasamund, and Chandulal Chandrakar Medical College Durg will be governed. Provision for 100 beds in Ramanujganj, 50 beds in Nava Raipur, opening of 30-bed hospitals in Village Sanna (District-Jashpur), Shivrinarayan (District Janjgir-Champa) Risali (District Durg) and construction of 37 health centers. has gone. Apart from this, through the Chief Minister Haat-Bazar Clinic Scheme, Chief Minister Urban Slum Health Scheme, Dai-Didi Mobile Clinic Scheme, Humar Lab Yojana, we are providing medical services to the people.
- Jawahar Suri Setty Ji.
- I am glad that our academics like you are closely watching our efforts to improve the quality of education and expand facilities.
- We have also made adequate budget provision for the schemes we have mentioned.
- The administration and administration are paying full attention to the implementation of these schemes. So I can assure you that we will succeed.
- Honorable Chief Minister, our audience is also concerned about the development of infrastructure. let's hear-
- Mahasamund district Girdhari Lal Nayak was speaking. The development block was speaking from Basna village Lohadipur. What is the budget of the government in the Chief Minister Road Scheme because despite the Rurban Gram Panchayat, till today there should not be a paved road, there should be a provision in the budget. Despite being a Rurban village panchayat, a paved road has not been built there.
- Yes Sir Namaskar Sir I am speaking from Bhatapara Vidhan Sabha Simga Block. Sir Hira Lal Sahu My greetings to the Chief Minister, I want to demand the road for my village to Sir Honorable Bhupesh Baghel ji.
- Honorable Chief Minister Hello. I am speaking to Chandrakant Sahu from Rudri, District-Dhamtari Chhattisgarh, sir. I am a regular listener of All India Radio and a young fellow. In the new budget, I want to know what the target is being set in this budget for young people on unemployment and we have a bright future on e-commerce direct selling, please also pay attention to it sir. . Bring it to more and more people so that unemployed colleagues can get financial help to a great extent. Thank you sir.
Honorable Chief Minister's reply
- Girdhari Lal Nayak ji, Hira Lal Sahu ji, Chandrakant Sahu ji.
- I liked that our new generation is talking about infrastructure development and their career.
- We do not believe in decorative and showy infrastructures, but believe in removing the lack of a featureless zone as soon as possible.
- We have kept budget provision for Jawahar Setu Yojana, Mukhyamantri Gram Sadak Yojana, Mukhyamantri Dharsa Vikas Yojana as well as development of Ram Van Gamin Circuit, River Bank Plantation, Vivekananda Gurukul Upgradation Scheme, Road Safety Construction Scheme etc.
Adequate provision has been made for mining of tubewells in Gowthan through Jal-Jeevan Mission through 45 lakh 48 thousand rural houses, water augmentation scheme in urban areas, Minimata Amritdhara Nal Yojana.
- A target has been set to double irrigation capacity in 5 years.
Adequate provision has been made for the development of new industrial areas, SCADA scheme, urban electrification scheme, Chief Minister Mazra Tola electrification scheme.

- It is our endeavor that at the earliest the basic infrastructure like roads, electricity, water should be available to the residents of every region.
- Many steps are being taken for the development of information technology infrastructure, online services in the state. Budget provision has also been made for these. I would like our youth to prepare themselves through education and training. We are working hard to open all the avenues for your employment and self-employment. In this, a strategy is also being adopted to seek the cooperation of local industries. Our budget is going to advance the concept of justice according to our ideology. In this, the lessons of the Corona period emphasize on the empowerment of local people with global humanity and local resources.
Jai Hind, Jai Chhattisgarh
