Panchayats and Urban Bodies to get share equivalent to 25% of the maximum royalty received in last five years from allotted sand mines, from next fiscal year

 

 

In the recently held cabinet meeting chaired by Chief Minister Mr. Bhupesh Baghel, it was decided that allocation of sand mines in state would now be done by the committee constituted for the purpose, led by District Collector. State Government's Mineral Department has issued guidelines for implementation of the same.

As per these guidelines, candidate for lease would be selected on the basis of reverse bidding on the mine, against the fixed maximum value of the sand mining. Tender agreement of 'patta' would be for a period of two years, which can be extended for one year if required.

Committee led by Collector would mark the sand mines in the districts as per the geographical locations, single exit route for transportation and environment clearance. District-level committee would decide the maximum fixed price for district-wise cluster of sand mines (including loading rate, ramp construction, road repair and other expenses), excluding share of DMF, environment sub-tax, infrastructure development sub-tax, income tax deduction on source etc.

The difference between maximum fixed price and minimum bid received or certain percentage decided by the government- is the amount that 'patta' holder will have to give to the government as auction money. Presently, sand mines under by Panchayats and urban bodies will be transferred to the name of the selected minimum bidder through auction system. Transport rate would also be decided to ensure availability of sand at reasonable rate. Online registration of vehicles and transporters involved in sand transport will also be done on department's portal. Panchayats and urban bodies would receive 25% of the maximum annual royalty received in last five years from sand mines, from next fiscal year. Flying squads have been appointed to effectively control illegal mining and transport of minerals and sand.
